Possess current Criminal Record and Child Abuse Registry checks
Possess current Manitoba Security License, or be able to successfully complete the Manitoba Security Guard Training Program
Successfully complete Commissionaires Upgrade Course (CUC)
Successfully complete the Bylaw Enforcement Training Course
Possess or be able to obtain First Aid & CPR /AED qualification

Under the direction of the Bylaw Services Manager you will provide By-Law services in one or more Manitoba communities utilizing established regulations and relevant legislation
The incumbent is responsible for the delivery of effective and efficient Bylaw Services and support to local law enforcement agencies and community leaders. They participate at conventions and conferences attended by local municipal government administrators and their staffs may be required to
attend authorized training
Qualifications:

Have or have the ability obtain a MB security guard license
-
Have or obtain a clear an Adult Abuse Registry check, Child Abuse Registry check and CPIC
-
Have or obtain a PWGSC Reliability security clearance
-
Experience or credentials in bylaw enforcement
-
Formal investigator training and/or experience as an investigator is considered an asset
-
Valid driver’s license and clear driver’s abstract
-
Experience with records management systems is considered an asset
-
Experience in writing detailed reports with evidentiary value
-
Experience interpreting legislation is considered an asset
-
Experience in dealing with difficult situations and people in crisis

Specific Job Skills Required

Utilize authorized forms, checklists and job aids necessary to administer and execute bylaw enforcement tasks

Write, review reports to support all By-Law services rendered

Enhanced ability to read and comprehend municipal notices and orders to provide By-Law services

Liaise and coordinated with other By-Law Officers, law enforcement and community leaders as necessary

Conduct and report on By-Law investigations

Proven written and verbal communication skills

Proven ability to establish and maintain effective working relationships

Ability to work independently and work with, and support, team members on an as needed basis

Demonstrated leadership ability with a high degree of initiative; a skilled team player with the ability to motivate and create enthusiasm in other team members
