About the Opportunity
Were looking for a senior Monitoring and Evaluation Specialist to help shape how a publicly funded financial wellness organization measures its impact. Youll develop an enterprise-level framework that connects programs, services and digital initiatives to meaningful outcomes for the communities they serve.
Working within a business insights and strategy function, youll collaborate with program leaders, data specialists and stakeholders across the organization. Your Responsibilities
Youll develop an enterprise-level evaluation framework defining immediate, intermediate and long-term outcomes, outputs and activities.
Youll create theories of change and logic models connecting current interventions to desired financial wellness outcomes.
Youll assess existing programs and services to identify alignment, overlaps, intervention gaps and emerging opportunities.
Youll recommend KPIs, behavioral and outcome indicators, baseline requirements and practical data collection approaches.
Youll conduct a measurement gap analysis, assessing current data sources, limitations and future measurement needs.
Youll facilitate consultations with leadership, program teams and stakeholders to build alignment around outcomes and measurement.
Youll develop an implementation roadmap covering data, technology, CRM, reporting capabilities and governance.
Skills and Qualifications
10+ years of experience in monitoring and evaluation, results-based management, program evaluation, performance measurement or strategic planning.
Demonstrated expertise developing logic models, theories of change, outcomes measurement frameworks and evaluation frameworks.
Experience evaluating federal government initiatives and facilitating complex stakeholder consultations.
Strong systems thinking, strategic analysis, data literacy and stakeholder engagement skills, with the ability to move from strategy into execution.
Experience with education, adult learning, behavior change methodology, learning evaluation or learning analytics is valuable.
Experience with military or veterans organizations, financial literacy or wellness initiatives, or publicly funded social programs is preferred.
Strong MS Office and Excel capabilities, with an understanding of data systems, technology and reporting environments.
