Job Description

Accountability:

  • Reporting to the Manager, Performance Management & Lean, the Lead Auditor, will be a collaborative, passionate, and result oriented senior professional to lead all day-to-day aspects of quality inspections and audits related to maintenance our fleet (trains). Rail experience is highly preferred for this role or in transportation. 
  • Oversee and manage the quality assurance of the fleet, working closely with the Health Safety and Environmental Lead, and Contract Officers responsible for new or legacy fleet. This person will oversee inspection schedule and activities, collecting and recording of data, legal documentations, as well as procedures and policies. 
  • Manage the quality functions, personnel, related training, and deployment of Standard Practices for repair and maintenance facilities and Quality Assurance Department. This position will have the final authority over track worthiness and will be responsible for rail maintenance facilities compliance with the Client and Transport Canada Regulations, and Code of Federal Regulations, 49 CFR, Subpart B for Inspections, Investigations, Audits, Examinations and Testing.

Responsibilities

  • Establish and implement the Revenue Vehicle Quality Management Plan applicable to the Revenue Vehicle Maintenance in accordance with the contractual requirements;
  • Control project deliverables compliance through inspection and audits - to authorize presentation / delivery to customer;
  • Closely follow vehicle modifications and maintenance and make sure the quality inspections are scheduled, executed, and fully documented;
  • Manage systems critical assessments to ensure right level of safety and quality assurance as well as inspection activities for all identified; 
  • Manage customer and project non-conformance reports and dispositions, maintain the Non Conformance Tracking System, and make sure the relevant corrective action is identified and initiated;
  • Work with Operations services to make sure inspections and audits have the least impact on ridership and service availability;
  • Manage the technical services related to fleet quality audits being provided directly or by subcontractors;
  • Monitor quality and safety alerts and safety issues and supervise developing recommendations and reports based on audits; 
  • Facilitate problem solving during project execution phase and improve the efficiency of quality teams to reduce the costs of non-quality functions; 
  • Implement an effective corrective and preventive action system and make sure that the relevant stakeholders are included in non-conformance and issue solving process;
  • Work closely with Documentation Management to ensure quality records are tracible and updated; 
  • Be the owner of the Supplier Part List, and confirm the list is properly created by each Sub-system;
  • Provide support for progress and periodic reporting through quality indicators and identify improvement opportunities;
  • Ensure the crew and contractors comply with all Federal, Provincial and Municipal regulations pertinent to inspections and audit requirements;
  • Plan and allocate resources and individuals in accordance with skills and schedules; 
  • Achieve the required product quality performance by reinforcing and implementing the QMS;
  • Guide project teams in understanding Quality contributions to the project;
  • Provide quality awareness on quality activities planned for the project and organize quality trainings;
  • Identify and implement corrective actions and process improvement methodologies in line with cost reduction and lean organization;
  • Perform follow-up reviews on the effectiveness of disclosure controls and procedures to validate that process improvement results have been achieved;
  • Develop effective and value-added partnerships while maintaining audit independence and objectivity in all assignments;
  • Provide ongoing analysis of feedback received from the members of Management to identify new project or service opportunities;
  • Perform special projects as assigned by Internal Audit management and support the elaboration of the yearly internal audit plan;
  • Be knowledgeable of current developments in auditing and in new auditing methodologies; and
  • Formulate professional development and educational plans for team and staff members.

Qualifications

Education & Qualifications:

  • Bachelor’s degree in engineering or related field or a matching combination of education and working experience
  • Knowledge of railway systems or experience in is highly desired

Certifications or Designations (Training):

  • Professional Engineer (PEng) registration is a plus;
  • PMP (Project Management Professional) is a plus;
  • QMS: ISO 9001 certification is an asset; and
  • Certified Quality Inspector (CQI) or Certified Quality Technician certification (CQT) is an asset.

Experience:

  • Minimum five (5) years overall combined experience in Quality Management or similar leadership roles and in an Engineering-related field
  • Technical competence and experience with technical repairs and maintenance procedures, inspection procedure, and audit processes required for fleet maintenance and railway industry;
  • Full awareness on Processes and Products delivered in the project,
  • Solid understanding of Railway applicable Quality standard (ISO9001, ISO/TS 22163, IRIS) and tools; 
  • Sound knowledge of international standards: IEC, IEEE, AREMA, CENELEC; Transport Canada Regulations and Code of Federal Regulations, 49 CFR, Subpart B Inspections, Investigations, Audits, Examinations and Testing; 
  • In depth knowledge and experience in Quality Control / Assurance, Testing, Certification, and corrective and preventive actions methodology;
  • Manage and adjust priorities time-wisely and react adequately to unforeseen events in a fast-paced environment; Outstanding collaboration and negotiations skills is a must; 
  • Excellent problem solving, sound judgment, and ability to innovate;
  • Experienced in managing Quality and problem-solving tools;
  • Experience in managing unions and collective agreements would be an asset; and
  • Experience in operational activities and in documentation management.

  • Strong interpersonal skills, excellent written and verbal communication; 
  • Must possess collaborative behavior, initiative, professionalism, candor and tact;
  • Must be able to manage and interface with the client;
  • Must be able to properly prioritize, implement and manage work schedules, resources, projects and assignments;
  • Must be able to understand the financial/accounting aspects of fleet maintenance operations;
  • Must be able to collaborate and communicate effectively with all levels of staff and management in clear and organized written and oral formats;
  • Must have strong computer skills including MS Office suite;
  • Solid knowledge of managing audits and PM schedules is a must; 
  • Fluency in English is a must, French communication skill is an asset; and
  • Must be able to travel inside or outside of Ontario or Canada.
