Position Overview

The Contract Security Program Officer will be responsible for coordinating the personnel security screening/clearance program at Calian as established by Public Services and Procurement Canada (PSPC) Contract Security Program (CSP) and other governing bodies.

The Contract Security Program Officer helps ensure Calian’s ability to meet PSPC and other departmental security requirements as outlined in our contracts.

The incumbent acts as the Alternate Company Security Officer (A/CSO), responsible for Document Safeguarding Capability (DSC) of accredited facilities, associated safeguards, requests for visit and employee training. The incumbent will also act as Designated Official (DO) for Calian’s Controlled Goods program.

Responsibilities

Contract Security

  • Is an A/CSO and administers the Contract Security Program for Calian for Gov’t of Canada contracts.
  • Ensures Calian’s continued compliance with security standards, processes, and regulations as per the Contract Security Program (CSP) guidelines
  • Keeps all records in accordance with the required regulations of the Contract Security Program
  • Processes Requests for Visit, ensuring completeness of information on location and visitors as per established procedures of CSP guidelines
  • Provides guidance on FOCI (Foreign, Ownership, Control & Influence) matters
  • Obtains approval from the CSP for subcontracts with security requirements as per Subcontractor Compliance guidelines
  • Provides security awareness, compliance training and briefings to employees and visitors, as required
  • Administer contract security requirements for federal government contracts that have department specific security policies
  • Administer contract security requirements as detailed by non-federal government and non-government customers
  • Reviews RFPs (or alternative pre-contract documentation) that Calian intends to bid on to ascertain whether there are any non-standard security requirements and provides guidance accordingly
  • Provides guidance on security requirements on contracts that have been awarded to Calian
  • Quarterly and ad-hoc reporting of personnel security files
  • Familiarizes themselves with international contract security implications to Calian’s growing presence globally
  • DSC and personnel security clearance support for Satellite offices

Controlled Goods

  • Act as Designated Official (DO) for Calian’s Controlled Goods Program
  • Processes Security Assessments for employees, when required, as per procedures outlined by Controlled Goods Program (CGP) of the Gov’t of Canada
  • Provides assistance with the Security Assessment process for Independent Contractors as per procedures outlined by the Controlled Goods Program (CGP)
  • Adheres to the responsibilities, procedures, guidelines of the Controlled Goods Program for Calian
  • Provides appropriate guidance, context, and briefings to employees to maintain compliance with the Controlled Goods Program
  • Quarterly and ad-hoc reporting of personnel Controlled Goods files
  • Is back up to CSO, as required

Other duties as required within the context of the role.

Qualifications

  • Grade 12 diploma required; post-secondary education is considered an asset
  • 2+ years of Contract Security administration or relevant exposure is an asset
  • Experience working in highly confidential, security-sensitive, and compliance-driven environments

Additional Requirements

  • Must be eligible to obtain a Government of Canada Security Clearance.
  • Must be comfortable working in a hybrid environment and able to attend either our Ottawa or Saskatoon office as required. Candidates based in either location are encouraged to apply.

Compensation

$58,500-$64,350 per annum
