About the Opportunity
We’re seeking a highly experienced Technical Lead to support the delivery of complex, enterprise-level technology solutions within a large public sector environment. This role is ideal for someone who combines deep full-stack development expertise with the ability to guide teams, solve challenging technical problems, and translate business requirements into scalable solutions.

You’ll work closely with system analysts, developers, testers, consultants, and business stakeholders, providing hands-on technical leadership across the full solution lifecycle. Your expertise will help ensure systems are secure, integrated, reliable, and aligned with established architecture and technology standards.

Your Responsibilities
• You’ll lead development teams in delivering end-to-end enterprise IT solutions across complex, multi-tier environments.
• You’ll oversee solution design, coding, systems integration, technical walkthroughs, debugging, refactoring, and optimization.
• You’ll provide technical leadership and guidance to system analysts, developers, testers, and external consultants.
• You’ll design and integrate full-stack solutions using REST APIs, SOAP/WSDL web services, JSON/XML messaging, UI technologies, and third-party services.
• You’ll identify and coordinate the resolution of technical issues and incidents while developing practical recommendations.
• You’ll collaborate with technical and non-technical stakeholders to assess requirements, explain solutions, and support successful delivery.
• You’ll help ensure solutions align with architecture, security, privacy, quality control, and ITIL best practices.

Skills and Qualifications
• 10+ years of IT systems development experience within complex, multi-platform and multi-tier environments.
• Advanced experience with Java/JEE technologies, JSP/Servlet, EJB, JNDI, JDBC, JMS, REST, SOAP, XML, JSON, Oracle RDBMS/PL/SQL, WebSphere, WebLogic, Tomcat, Apache, .NET, LDAP, PKI, VPN, Solaris, and Windows Server.
• Strong full-stack systems analysis, architecture, design, coding, integration, debugging, refactoring, and optimization expertise.
• Experience with development and design tools such as MS Visio, PowerDesigner, Eclipse, IntelliJ IDEA, Atom, and Visual Studio Code.
• Proven experience leading enterprise IT projects, technical teams, solution design reviews, code walkthroughs, work estimation, and concurrent assignments.
• Strong knowledge of project management methodologies, ITIL practices, architecture standards, security, and privacy requirements.
• Excellent consulting, negotiation, problem-solving, and stakeholder communication skills, with public sector experience considered a strong asset.
