As a Senior Investigator with Advanced Education Special Investigations (AESI), you will lead complex criminal and regulatory investigations involving programs and services administered by the Ministry of Advanced Education.

AESI conducts investigations into suspected offences under delegated provisions of the Criminal Code of Canada, as well as applicable provincial Acts and regulations administered by Advanced Education. AESI has province-wide jurisdiction, and investigators work closely with law enforcement agencies, Crown prosecutors, government partners and other stakeholders throughout Alberta.

The Senior Investigator is responsible for conducting thorough, objective and legally sound investigations from initial assessment through to conclusion. This includes developing investigative strategies, gathering and analyzing evidence, conducting interviews, obtaining judicial authorizations and supporting matters proceeding through the criminal justice system.

Key responsibilities include:

• Lead complex criminal and regulatory investigations, including matters involving fraud, identity theft, forged or fraudulent documents, and other suspected offences within AESI’s mandate.
• Develop and execute investigative plans and strategies, identifying evidence requirements, investigative avenues and appropriate enforcement actions.
• Gather, preserve, analyze and assess documentary, digital, financial and other evidence in accordance with applicable legislation, legal authorities and evidentiary requirements.
• Conduct investigative interviews with complainants, witnesses, subjects and other relevant parties.
• Prepare Information to Obtain (ITOs) and applications for judicial authorizations, including Production Orders and Search Warrants, ensuring the legal and evidentiary grounds required under the Criminal Code of Canada are clearly articulated and supported by the investigation.
• Prepare comprehensive investigative reports and disclosure packages to support charge recommendations, prosecutions and other enforcement actions.
• Work collaboratively with law enforcement agencies, Crown prosecutors and other government and external partners on complex or multi-jurisdictional investigations.
• Provide investigative expertise, guidance and mentorship to investigators and support consistent investigative practices within the unit.
• Identify emerging investigative trends, risks, vulnerabilities and systemic issues and provide recommendations to strengthen programs, policies and compliance measures.
• Provide leadership with strategic advice, investigative updates, operational reporting and recommendations on complex or sensitive matters.

Qualifications

Required

University degree in Law, Criminology, Criminal Justice, Social Justice, Restorative Justice, or a related field, in addition to: 

• Minimum four (4) years of experience conducting investigations within a criminal, regulatory, compliance, or enforcement environment.
• Experience in drafting and swearing ITOs, interviewing witnesses, suspects and managing evidence. 
• Eligibility for appointment as an Alberta Peace Officer Act for the purpose of enforcing the provincial statutes. 

The following will be considered Assets:

• Experience conducting complex investigations and applying advanced investigative techniques.
• Courtroom and hearing experience, including providing testimony and serving as a Crown witness.
• Leadership, mentorship, or supervisory experience in a law enforcement or investigative environment.
• Knowledge of Advanced Education legislation and regulatory frameworks.
• Experience collaborating with Crown prosecutors, law enforcement agencies, and external partners.
• Knowledge of the Criminal Code, Alberta legislation, and related investigative procedures.
• Proficiency with investigative databases and Microsoft Office applications.

Equivalency:

Directly related education and experience may be considered on the basis of:

• Diploma plus 6 years related experience
• Certificate plus 7 years related experience.
• 8 years of related experience in lieu of formal education.

Notes

One (1) full-time permanent position available. These positions report 36.25 hours of work per week, Monday to Friday.

This position is located at 106 Street Building, 10055-106 Street, Edmonton, AB or 10325 Bonaventure Drive SE Calgary AB. 

AESI has province-wide jurisdiction and travel throughout the province will be required (less than 25% travel).

A valid drivers license is required.

This position may also require a CPIC check and qualification for Level 3 security clearance.
