About the Opportunity
Join a large Ontario public sector environment as a Business Analyst supporting complex I&IT initiatives with broad organizational impact. Youll work closely with business leaders, technical teams, project stakeholders, vendors, and executive sponsors to translate strategic priorities into clear requirements and practical technology solutions.
This role is well suited to someone who understands the OPS environment and can bring structure to complex transformation and modernization initiatives. Youll help teams navigate competing priorities, improve business processes, manage risk, and ensure solutions align with established governance, architecture, and project delivery standards.

Your Responsibilities
Youll lead requirements elicitation, analysis, validation, prioritization, documentation, and traceability across complex I&IT initiatives.
Youll facilitate interviews, workshops, focus groups, and stakeholder consultations to uncover business, functional, non-functional, process, and data requirements.
Youll assess current and future states, identify process improvement opportunities, and support modernization, migration, and transformation initiatives.
Youll develop business cases, options analyses, feasibility studies, risk assessments, decision materials, and executive briefings.
Youll identify and manage risks, issues, assumptions, dependencies, constraints, and mitigation strategies throughout the project lifecycle.
Youll ensure business analysis activities align with OPS Unified Project Management Methodology, Enterprise Architecture standards, system development methodologies, and project gating requirements.
Youll support business readiness, change initiatives, performance measurement, benefit realization, and post-implementation evaluation.
Skills and Qualifications
Extensive business analysis experience supporting complex I&IT initiatives, including previous Ontario Public Service experience.
Advanced experience developing use cases, business rules, process models, data models, workflows, and requirements specifications.
Strong knowledge of requirements management and traceability tools, including Azure DevOps, IBM DOORS, or equivalent platforms.
Demonstrated expertise in business process re-engineering, current-state and future-state analysis, and strategic advisory work.
Strong stakeholder management, facilitation, negotiation, presentation, and conflict-resolution skills across business, technical, and executive audiences.
Experience with governance frameworks, quality controls, audit documentation, risk management, and enterprise project standards.
Advanced proficiency with Microsoft 365, Teams, Word, Excel, PowerPoint, Visio, Azure DevOps, and business modelling tools.
