Role Responsibilities

The Capital Strategy & Partnerships (CSP) branch leads the development of capital strategy, innovative financing solutions and strategic partnerships that support the delivery of public infrastructure across Alberta. The branch assesses opportunities identified by both the Government of Alberta and the private sector to determine whether innovative financing, partnership or delivery approaches can improve project outcomes, optimize the use of public resources and deliver greater value for Albertans.

The Analyst prepares briefing materials, business cases and recommendations for senior leadership and contributes to the continuous improvement of capital strategy, assessment methodologies, governance frameworks and decision-making processes to ensure consistent, transparent and evidence-based outcomes.

The primary responsibilities for the Project Analyst include, but are not limited to:

• Identifying, assessing and developing innovative capital strategy, financing and partnership opportunities for infrastructure projects in collaboration with ministries, public agencies and external stakeholders.
• Providing senior decision-makers, including Executive Leadership, Treasury Board and Finance, Cabinet and other governance bodies, with timely analysis, recommendations and briefing materials to support capital investment decisions.
• Developing Statements of Work (SOWs), Requests for Expressions of Interest (RFEOIs) and other procurement documentation required to retain external financial and commercial advisors.
• Collaborating with Legal Services, Procurement, project teams and partner ministries to ensure procurement activities comply with Government policies, legislation and contractual requirements.
• Capturing lessons learned and recommend continuous improvements to assessment methodologies, governance processes and business practices.
• Reviewing business cases, funding requests and project submissions to assess financial implications, strategic risks, feasibility and alignment with Government priorities.
• Collecting, integrating and analyzing financial, project and operational information to develop executive dashboards, briefing materials, reports and presentations.
• Preparing briefing notes, Action Requests, presentations, correspondence and other materials for Executive Leadership, Ministers and Cabinet Committees.

Qualifications

Required:  High school diploma and three years of related experience.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.

For Example:

Related 1 year certificate PLUS a minimum 2 years of experience.
Related 2-year diploma PLUS a minimum 1 years of experience.
Related minimum 3 years of experience.

The successful candidate MUST also have:

• Strong analytical, problem‑solving, and interpersonal skills.
• Ability to prioritize and manage a high‑volume, shifting workload.
• Proficiency with Microsoft Office (Word, Excel, Access, PowerPoint).
• Ability to work independently, be resourceful, and seek information proactively.
• Adaptability, flexibility, and a calm, professional approach in a busy environment.
• Strong organizational skills for managing complex, non‑routine tasks.
• Ability to accurately respond to and direct inquiries from boards and government staff.
• Good working knowledge of division‑level business operations.

Assets:

• Experience with GOA systems such as ARTS, Exclaim, MyAgent, IMAGIS, and EPS.
• Demonstrated ability to support team workloads and provide cooperative assistance.
• Experience navigating government processes, procedures, and communication channels.
