Role Responsibilities

As the Lead, Emergency Management, you will play a critical role in ensuring the continuity of government operations and supporting coordinated provincial responses during emergencies. Reporting to the Manager, Corporate Services, and appointed by the Deputy Head under the Government Emergency Management Regulation, you will lead all aspects of emergency management for the department.

This role offers a unique opportunity to operate at both a strategic and operational level, shaping emergency preparedness while leading real-time response efforts that directly impact the Alberta Public Service (APS) and all Albertans.

What you’ll do

Lead Business Continuity and Organizational Resilience

• Oversee and continuously enhance the department’s Business Continuity Management Program (BCMP) across prevention, preparedness, response, and recovery.
• Conduct risk assessments and business impact analyses to identify vulnerabilities and develop tailored strategies.
• Establish and maintain tools, processes, and governance structures to support continuity planning.

Lead Incident Response and Coordination

• Provide leadership during incidents, including initiating response actions, coordinating teams, and managing communications.
• Advise senior leadership in real time, delivering clear recommendations and briefing materials.
• Establish response structures, monitor evolving situations, and lead demobilization and recovery activities.

Serve as Consequence Management Officer (CMO)

• Represent the department at the Provincial Operations Centre (POC) during provincial-scale emergencies.
• Fulfill legislated requirements under the Government Emergency Management Regulation and Alberta Emergency Plan.
• Coordinate with internal and external partners to support a unified provincial response.

Drive Continuous Improvement

• Lead post-incident reviews, exercises, and debriefs to identify lessons learned.
• Develop and implement strategies to address gaps and strengthen program effectiveness.
• Ensure compliance with audit and reporting requirements, including submissions to AEMA.

Build Capability and Partnerships

• Develop and deliver training and awareness programs across the department.
• Establish and lead internal emergency management networks and teams.
• Represent the department in cross-government committees, working groups, and collaborative initiatives.

Qualifications

Minimum Recruitment Standards: University graduation in Business administration, disaster and emergency management or a related field plus 2 years experience.

Equivalency: Related education and experience are considered on the basis of:

• A two-year Diploma plus four years related experience.
• A one-year certificate with six years related experience. 

Assets: 

• Certification in Disaster Recovery.
• An Associate Business Continuity Professional (ABCP) certification or higher.
• Master of Arts in Disaster and Emergency Management.

Hours of work: 36.25 hours per week.
