Our federal government client is actively seeking a project manager. The organization’s mission is to lead joint targeting training, wargaming, experimentation, simulation, concept and capability development, and alternative analysis in order to prepare for operational success. 

You will play a critical role in exploring, identifying, coordinating, and testing operating concepts and plans as part of broader Force Development efforts. The section contributes to improved decision-making, future force readiness, and the advancement of joint operational capabilities through rigorous analytical and experiential methods.

Roles and Responsibilities

  • Design and execute wargames and experiments, including defining research questions, selecting analytical methods, developing scenarios and vignettes, preparing experiment/exercise plans and orders, and creating supporting documentation (e.g., hypotheses, start states, intelligence pictures, MEL/MIL, control matrices).

  • Develop and operationalize wargaming content, translating scenarios into models, Red Team playbooks, adversary-informed capabilities, and multi-domain operating constructs (land, maritime, air, cyber, space, information), while applying structured Red Teaming and bias-mitigation techniques.

  • Provide technical and methodological expertise, offering support on digital wargaming platforms, AI-enabled adjudication tools, simulation systems, and data collection plans, ensuring methodological rigor and defensible post-wargame analysis.

  • Manage wargame planning, execution, and institutional learning, including creating work breakdown structures, maintaining a structured repository of scenarios and methods, producing directives, SORs, AARs, status/activity reports, and trip reports.

Qualifications and Skills

  • Experience in designing and facilitating analytical or educational wargames, including methodological rigor, scenario construction, and well-framed research questions, with higher credit for extensive, well-documented past work.

  • Knowledge and practical application of digital wargaming platforms, AI-enabled adjudication systems, and simulation tools, with higher credit for direct integration of these technologies into exercises.

  • Ability to design data-capture plans, conduct robust post-wargame analysis, and produce structured, high-quality lessons-learned reports supported by clear analytical methodology.

  • Use of structured Red Teaming approaches and cognitive bias-mitigation techniques, with higher credit for documented application within prior wargames or analytical activities.

  • Evidence of contributing to allied wargaming efforts—including NATO, Five Eyes, and broader international partners—through trend analysis, innovation adoption, and collaborative development of new methods.

  • Experience in project planning and coordination for wargames or exercises, including development of work-breakdown structures, milestone planning, and leadership of complex, multi-stakeholder initiatives.
