We are partnering with a highly-regarded public sector organization—known for its commitment to sustainability, fiscal accountability, and being a top-rated employer—to find a dedicated Senior HRIS Implementation Specialist for a critical 2-year contract.
This is a high-impact role for an individual with a strong background in HR processes and advocacy, acting as the primary functional lead for a large-scale, enterprise-wide implementation of a new Human Capital Management (HCM) and Financial Management system.
As the functional lead representing the People Services (HR) department, you will spearhead the successful deployment and adoption of a new integrated HCM system. This role requires an individual who is not just technically proficient but who can also think like an HR Business Analyst, ensuring the new system supports and enhances best-practice HR workflows, compliance, and employee experience.
Key Responsibilities and Accountabilities
HRIS Functional Leadership & Advocacy
Serve as the People Services (HR) functional lead for the enterprise-level HCM implementation, ensuring HR requirements are fully met.
Bridge the technical-functional divide by providing expert assessment and recommendation on workflow changes to ensure technical and functional optimization of the new system.
Collaborate with the cross-functional project team to ensure all HR functions (Recruiting, Talent Management, Onboarding, Payroll, Benefits, Time & Attendance, Workforce Analytics) are accurately reflected and interconnected.
Lead the configuration and deployment of all HR modules, translating core HR business requirements into functional system design.
Manage vendor relationships related to the HR modules, ensuring scope, timelines, and deliverables meet HR department needs.
Champion the change management process within the HR department, ensuring robust communication, training, and support for system adoption across HR, managers, and employees.
Lead efforts to ensure system security, data privacy, and regulatory compliance within the new HRIS.
Process Design, Data Migration & Integrity
Analyze current-state HR processes and design future-state HRIS workflows that align with HR policies, collective agreements, and business requirements while maximizing system efficiency.
Map and document end-to-end HR processes across all core functions (e.g., recruitment, employee changes, performance management, benefits).
Lead the validation of data integrity throughout the migration and implementation process.
Partner with technical teams to develop and execute test plans, system testing, data migration, and system integration to confirm data accuracy and completeness.
Documentation & Training
Develop and maintain comprehensive HRIS documentation, including system configuration, workflows, and detailed end-user procedures.
Design and deliver targeted training sessions for HR practitioners, managers, and employees on new system functionality and processes.
What Will Make You Successful? (Required Skills)
Minimum 5 years of progressive experience working with enterprise HRIS platforms, with at least 2 years in a project lead or system implementation functional role.
Strong HR Advocacy/Background: Demonstrated ability to analyze current HR processes and translate business needs (including policies and union agreements) into optimal system configuration and workflows.
Expert functional knowledge of major enterprise HCM platforms (e.g., Workday, Oracle HCM, SAP SuccessFactors, or similar top-tier systems).
Undergraduate University Degree in a preferred field such as Information Systems, Business Administration, or Human Resources.
Exceptional communication (written and verbal) and interpersonal skills; the ability to influence stakeholders and manage vendor relationships effectively.
Experience within the Public Sector environment is a strong asset.
