Roles and Responsibilities
The Department of Education, Culture and Employment (ECE) is undertaking a major modernization of its Early Learning and Child Care (ELCC) program administration to improve efficiency, data quality, service delivery, and regulatory compliance. The Business Analyst will play a lead role in this initiative, supporting the implementation of a centralized IT solution based on the Granicus AMANDA platform.
Responsibilities include:
- Planning and Analysis
- Create detailed business analysis and stakeholder engagement plans.
- Conduct strategic analysis of ELCC program areas using government provided documentation.
- Work with ELCC staff to design future-state processes that are more effective and efficient, including digitized and online services.
- Requirements Gathering
- Home- and Centre-Based Facilities Program.
- Funding Mechanism Program.
- Licensing Program.
- Certification Qualification Program.
- Infrastructure Funding Program.
- Inclusion and Participation Program.
- Canada-NWT Early Learning and Child Care Reporting Program.
- Gather detailed functional and non-functional requirements in iterative cycles across seven identified program areas:
- Document requirements down to the activity and field level to support procurement documentation.
- Procurement Support and Benefits Realization
- Support procurement planning by documenting program needs and benefits realization statements.
- Ensure requirements are structured for inclusion in RFP documentation for the AMANDA vendor.
- Solution Design and Vendor Collaboration
- Represent program area needs in design discussions with the AMANDA vendor.
- Assess proposed design options to ensure maximum benefit for available resources.
- Quality Assurance and Testing
- Review vendor deliverables and confirm alignment with business requirements.
- Provide written assessments and feedback to guide design corrections.
- Develop, organize, and execute test scripts for both technical testing and user acceptance testing (UAT).
- Document results in UAT reports, identifying pass/fail outcomes, defects, and required fixes.
- Collaboration and Reporting
- Work closely with government representatives, project sponsors, technical staff, and subject matter experts.
- Participate in weekly review meetings and provide regular documentation for quality monitoring.
Note: Travel is not required. Work will be completed remotely with access to government systems and documentation provided.
Qualifications and Skills
- Significant experience as a Business Analyst in government or regulated environments, ideally with licensing and grants programs.
- Demonstrated expertise in:
- Process improvement and future-state design.
- Requirements gathering at the atomic activity and field level.
- RFP documentation preparation.
- Test script development and execution for UAT.
- Experience with AMANDA icensing/case management solutions is mandatory.
- Strong written and verbal communication skills, with the ability to present complex findings clearly.
- Evidence of organizational, time management, and leadership abilities.
- Familiarity with privacy, accessibility, and security standards in government IT systems.
Education
- Certification in Business Analysis (e.g., CBAP, CCBA) is required.
- Diploma or degree in Computer Science, Information Technology, Business Administration, or a related field.
