Technical Architect
Contract Term: 12–24 months (15–20 hours/week), with potential extensions
Roles and Responsibilities
The District is seeking to engage a Technical Architect to support its Asset Management Program. This role will focus on analyzing the District’s current in-place systems, mapping data architecture, and designing solutions to meet future asset management needs.
The Technical Architect will:
- Lead data architecture analysis and mapping to align with the District’s long-term asset management strategy.
- Provide expertise in evaluating existing systems and developing recommendations for integration and modernization.
- Design conceptual, logical, and physical data models to support program objectives.
- Collaborate with project managers, business analysts, and cross-departmental stakeholders to ensure alignment of technical solutions with business needs.
- Guide the development of secure, efficient, and scalable data architecture frameworks.
- Support data governance, data quality, and privacy compliance in alignment with District standards and applicable regulations.
- Provide technical leadership and input for other IT projects as assigned during the contract term.
Qualifications and Skills
Experience:
- 10+ years of hands-on experience in database administration, data engineering, and programming.
- Strong background in data management principles, architecture, and governance.
- Experience designing and implementing large-scale data models and solutions across multiple platforms.
- Experience implementing data solutions in a municipal or public sector environment.
- Familiarity with asset management systems and integration with enterprise data platforms.
Technical Expertise:
- Data Modeling & Design: Expertise in conceptual, logical, and physical data modeling.
- Database Management: Proficiency in relational and non-relational databases (MS SQL, Oracle, MS Access).
- Data Warehousing & ETL: Knowledge of data warehousing concepts, ETL/ELT processes, and tools.
- Cloud Computing: Hands-on experience with cloud platforms, particularly Microsoft Azure.
- Programming: Proficiency with SQL and familiarity with Python, Java, and Perl.
- Data Governance & Security: Strong understanding of privacy regulations (e.g., GDPR, HIPAA) and ability to implement governance frameworks.
Soft Skills:
- Strong communication skills, able to explain technical concepts to both technical and non-technical audiences.
- Problem-solving and analytical thinking, with the ability to design innovative solutions to complex data challenges.
- Leadership ability to guide technical discussions and collaborate with cross-functional teams.
- Strong business acumen to ensure data strategies support organizational objectives.
Education
- Bachelor’s degree in Computer Science, Information Technology, Computer Engineering, or a related field. Equivalent education and experience may be considered.
- Certified Data Management Professional (CDMP) designation preferred.
