Role Responsibilities

Are you interested in joining for Alberta Justice - Legal Services Division, as part of the Justice and Public Safety and Emergency Services Legal Team, to provide legal advice on a new police service in Alberta?

 

We are looking for a self-motivated individual who can provide high quality, legal and strategic advice on the development and implementation of the Alberta Sheriffs Police Service (ASPS).

 

This work includes but not limited to:

 

  1. Contributing to ASPS implementation excellence
    • Provide legal advice on processes, interpretation of legislation, and development and application of policy, standards and procedures to support implementation of the ASPS.
    • Research and assess legal trends and emerging issues in federal, provincial, and international jurisdictions as it relates to law and policy concerning policing related legislation and policy, and related impacts.
  2. Independent review of legal issues regarding ASPS implementation
    • Ensure all possible legal issues that may arise regarding implementation are addressed, communicated and managed through legal advice, recommendations and support.
    • Provide strategic advice on legal issues affecting policing or law enforcement as well as navigate legal issues within the relevant/associated legislation.
  3. Effective relationships with internal and external stakeholders and communication of results
    • Review briefing notes, external communications, final reports and reporting letters regarding the ASPS to ensure legal content is accurate.
    • Provide legal oversight of any media communications.
    • Support meetings with stakeholders and community to explain the implementation of the ASPS, as required.
    • Maintain effective working relationships with legal counsel for various organizations.
  4. Guidance and development of ASPS
    • Provide legal advice and guidance in relation to policing issues, including but not limited to recommendations regarding proposed legislative amendments, policy development and administrative procedures.
    • Support the creation and maintenance of ASPS policies, procedures and processes that are sustainable and in accordance with the law.
    • Provide legal assistance to staff who are responsible for records management, information security, and disclosure of information to other agencies regarding implementation of the ASPS.
    • Support the negotiation, drafting and updating of ASPS necessary intergovernmental agreements, memorandums of understanding, etc.
    • Support the development of required training of ASPS police members.
    • Provide legal advice, consultation and recommendations, operational planning and support for the Chief and Executive Director of the ASPS Implementation team to ensure that the ASPS implementation plan is in alignment with ASPS objectives.

Qualifications

It is required to have a Bachelor of Laws (LL.B.) or Juris Doctor (JD) degree.

 

You must be an active member or must have immediate eligibility for full membership with the Law Society of Alberta.

 

For Law degrees obtained outside Canada, proof of accreditation from the National Committee on Accreditation (NCA) is required.

 

Experience considered:

Civil Crown Counsel 4 - more than 11 years of related experience in providing legal advice on police related matters.

 

Requirement:

  • Practice experience or expertise in police and administrative law, including interpreting and applying police legislation, is required.

As an ideal candidate you are capable of forming robust client relationships and managing complexities in client responsibilities and functions, and you possess:

  • Experience in providing legal advice in a policing context;
  • Experience providing strategic legal advice including on large, complex projects;
  • Experience providing advice on the interpretation and application of legislation;
  • Exceptional legal, problem solving, communication and collaboration skills; and
  • Exceptional analytical, research and effective writing skills.

 

Assets:

 

A comprehensive knowledge of policing standards and procedures, and an understanding of the roles of police services and how they operate are very strong assets.

 

In addition to experience practising the above, the following are also considered assets:

  1. Knowledge of: Criminal Code, Emergency Management Act, Protection of Privacy Act, Fiscal Planning and Transparency Act, Financial Administration Act, Government Accountability Act, Government Organization Act, Public Service Act, Police Officers Collective Bargaining Act; Public Service Employee Relations Act; and the Police Act (and related regulations for each, where applicable);
  2. Practice experience or expertise in any of the following:
    • advising on labour and employment issues,
    • advising provincial corporations;
    • negotiating, drafting and interpreting contracts, intergovernmental agreements, and memorandums of understanding;
    • providing legal and strategic advice in the public sector.

Positions Currently available: One 2-year Temporary Salaried position available (with a possibility of extension).
