The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

Role Responsibilities

The Manager, Workforce and Operations is a new position in the Calgary Region.

Reporting to the Director lead for Workforce and Operations, this position is accountable for:

  • Managing and supporting Human Resources operations and business administration functions within the region, including coordinating staffing needs, implementing administrative processes, and ensuring organizational efficiency and compliance in consultation with the Public Service Commission (PSC).
  • Facilitating communication between Children and Family Services (CFS) and the different Service Centres throughout the PSC to ensure positive outcomes.
  • Implementing the regional workforce plan ensuring that the workforce is aligned with ministerial and provincial priorities.
  • Implementing planned approaches to corporate priorities and initiatives within the Region which include but are not limited to: Employee Engagement, Workforce Planning, Succession Planning, Leadership Development, Health and Wellness, Employee Learning and Development, Organizational Development, the Workforce Model (Growth Model), training and establishing practices and standards in relation to regional human resource best practices.
  • Operational responsibilities include facilities management, the Occupational Health and Safety program area, Facility Emergency Response Planning and Business Continuity Planning.
  • Work closely with the Regional Business Coordinator (RBC) regarding administrative staffing across the region, records management, and financial administration.


You will be a member of the Regional Management Team (RMT) comprised of site based service delivery managers as well as those in contracts, placement services, and issues management.  This team also includes the Executive Director and Directors of the Region. The ability to develop strong working relationships with colleagues is paramount, as is the ability to navigate difficult conversations.

You will work with a variety of divisional colleagues in similar roles, as well as others in the Division who contribute to the work of Children and Family Services or support the work in other ways.

Supervision, leadership, and organization skills will be critical in this role, as tracking, data management, and trends analysis.

For awareness, as the Manager you may be exposed to highly confidential and sensitive information. Children and Family Services works with vulnerable children and families, responding to situations involving child abuse. In your role you may be required to read material and/or be involved in conversations pertaining to child abuse, which can be very difficult to hear.

Qualifications

To be considered for this position, you must have:

  • University graduation in a related field with 4 years of related experience.
  • Related education can include Bachelor of Management, Management Diploma, Bachelor of Human Resources, Human Resources Diploma, Bachelor of Human Resources and Labour Relations, Bachelor of Administration, Administration Diploma, Occupational Health & Safety Diploma and Bachelor of Social Work.


Equivalencies:
Directly related education or experience considered on the basis of one year of education for one year of experience; or one year of experience for one year of education.

Current delegation or recently delegated, under the Child, Youth and Family Enhancement Act would be considered an asset.

Assets:

Child Intervention Experience: Candidates with direct experience in Child Intervention are preferred, as it offers valuable insight into the ministry’s operations and enhances the ability to align workforce strategies with program needs and priorities.
Workforce Planning and Recruitment Experience: Demonstrated experience in staffing, recruitment, position management, and workforce planning, ideally within a public sector or human services environment.
Leadership in Complex Environments: Previous leadership or supervisory experience with a proven ability to operate independently, exercise sound judgment, and manage priorities in high-pressure, fast-paced settings with tight deadlines.
Knowledge of Human Services and Child Intervention: Experience working within or in collaboration with the Ministry of Children and Family Services, with a strong understanding of Child Intervention operations, policies, and structures.
Strategic Planning and Operational Oversight: Strong background in planning, project management, business analysis, and business continuity, including knowledge of Occupational Health and Safety legislation and facility emergency protocols.
Strong Interpersonal and Communication Skills: Excellent verbal and written communication abilities, with demonstrated strengths in decision-making, relationship-building, conflict resolution, and stakeholder engagement at all levels.
Technical and Administrative Proficiency: Proficiency in Microsoft Office Suite (including Excel), SharePoint, and Adobe, with strong organizational and time management skills to support administrative operations and reporting functions.

Notes

There is one (1) permanent fulltime position, working 36.25 hours per week, Monday to Friday.

Travel may be required in this role.

Role Requirements

  • Possessing a valid Class 5 driver's license and access to a reliable vehicle.
  • As per the Health Professions Act, successful applicants must: be registered with the Alberta College of Social Workers (ACSW) to be eligible for this position, if:
  • They have a degree in social work from any university in North America that is accredited by the Canadian Association for Social Work Education (CASWE) or the Council on Social Work Education (CSWE); or
  • They have graduated from an approved social work diploma program in Alberta; or
