The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the Alberta government, to Albertans, and to their communities, for the protection of people, their property, the environment and the economy from the effects of disasters and emergency events. Alberta relies on a decentralized public safety system for managing the various emergency events that occur every year. The System is made up of many stakeholders and partners including government ministries, municipal agencies, non-governmental organizations (NGOs), industry, Indigenous communities and Métis Settlements. AEMA accomplishes its mandate by effectively and successfully leading the coordination, collaboration and cooperation between all entities involved in the prevention, preparedness, response, and recovery activities within this diverse partnership.

The Alberta Emergency Management Agency’s (AEMA) Recovery Branch is currently looking for a Program Policy Analyst to join the Hazard Assistance and Resilience Program (HARP) Policy Interpretation and Appeals team. The Hazard Assistance and Resilience Program (HARP) provides financial assistance for uninsurable loss and damage caused by emergencies and disasters, and assists eligible Government of Alberta ministries, communities, and individuals. After a disaster, the affected municipality can apply for a HARP and if the municipal application is approved, affected residents can apply for financial assistance.

Reporting to the Manager, Program Interpretation and Appeals in the Recovery Branch, the Program Policy Analyst provides comprehensive research, analysis, writing and informational management services in support of the Hazard Assistance and Resilience Program (HARP) within AEMA. The incumbent will analyze diverse information to develop recommendations for program direction that are consistent with ministry and government directions and reflective of stakeholder feedback. Program Policy Analysts also train HARP Case Managers on relevant program policy for the program and provide interpretation guidance on the federal Disaster Financial Assistance Arrangements.
The Program Policy Analyst also contributes to effective collaboration and capacity building through the development and maintenance of positive relationships with multiple internal and external stakeholders. This work contributes to effective development of program policy direction and interpretation, implementation as well as a creating a partnership approach to issues impacting the unit.

Required:
Undergraduate university graduation (4-year degree) in Public Administration, Political Science, Emergency Management, or other directly related field PLUS two years of related experience in program policy development and implementation.
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.
For Example:
Related 1 year certificate PLUS a minimum 5 years of experience
Related 2-year diploma PLUS a minimum 4 years of experience
Related minimum 6 years of experience
The successful candidate MUST also have:
• Knowledge and experience with research and analysis processes and methodologies
• Experience preparing documents for different audiences (i.e. preparing well-researched Briefing notes information bulletins, or social media posts)
• Experience developing and implementing and training adults in government policy
• Proficiency with MS Office Suite
Assets:
• Work experience in a conditional grant environment.
• Experience working within a provincial or federal disaster recovery program.
• Work experience writing policies for home insurance.
• Previous experience with the administration of the previous Alberta Disaster Recovery Program.
• Experience with providing training to adults in a progressional environment
• Experience managing information on behalf of a group in SharePoint online.

Term of Employment: Full time temporary position x 2 ends on or before October 31, 2026, with the possibility of extension.
Hours of Work: 36.25 hours per week
Location: 1 x Calgary and 1 x Edmonton
