The Department of Primary and Preventative Health Services is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes, and maintaining fiscal responsibility. This competition will be used to fill multiple positions at the Program Services 3 and 4 classification levels within Primary and Preventative Health Services.

Role Responsibilities

The Program Advisor provides knowledge and acts as a supportive role in projects pertaining to different dental and optical programs. This includes creating advanced strategic and program policy, establishing the program procedures and requirements, system upgrades and testing, and providing communications and training. The Program Advisor acts collaboratively with the Manager where the program operations of interrelated Ministry programs are potentially impacted.

The Health Policy Advisor will also be responsible for project management and advanced policy and strategy development and implementation in alignment with ministry priorities related to the provision of dental and optical health benefits. The Policy Advisor develops and recommends draft policy options, strategies, or frameworks, and participates or leads ministry or cross-ministry initiatives. Strong evaluative and critical thinking skills are applied to determine options and recommendations. There is an expectation that all information and associated analysis provided by the Policy Advisor is evidence-based, comprehensive and reliable. The incumbent must remain aware of trends, issues, and best practices to effectively analyze diverse circumstances and develop valid recommendations for presentation to ministry representatives.

The Program Advisor/Health Policy Advisors must collaborate with staff within the branch and at other ministries, Alberta Blue Cross staff, key dental and optical industry stakeholders, dental and optical professionals, and the general public. The Program Advisor/Health Policy Advisors must identify and propose solutions to address program concerns and have the ability to extract key information, examine repercussions, and make recommendations based on findings from existing program and policy documentation.

 

The successful candidate is responsible for:

Program Advisor:

  • Administering program operations;
    • Consolidate and analyse relevant data to provide advice, and an understanding of the current state, key policy issues, emerging trends, leading practices, potential impacts, and considerations related to policy options which results in developing recommendations for consideration by senior ministry representatives and officials.
  • Provide project collaboration;
    • Assist in the production and maintenance of project plans, reports, spreadsheets, and/or presentations.
    • Research and analyze options in relation to business cases and project deliverables to guide optimal decision making.
  • Develop technical solutions to business problems;
    • Review current program policies and procedures to identify areas that require improvement, and provide program expertise in the development, enhancement and maintenance of the data and systems applications.

Health Policy Advisor:

  • Lead the review, development implementation and monitoring of assigned ministry policies and/or strategies;
    • Consolidate and analyze relevant data (e.g. information and trends) to provide advice, and an understanding of the current state, leading practices, potential impacts and considerations related to policy options.
  • Guide the implementation of strategies in line with ministry and GOA frameworks and priorities;
    • Develop, monitor, and report on implementation plans to guide the implementation of strategies or program policies.

Qualifications

Requirements: 

Program Services 3 Market Adjustment:
University graduation in a related field (e.g., Health, Public Policy, Economics) plus 2 years progressively responsible related experience; or equivalent as described below.

Program Services 4 Market Adjustment
University graduation in a related field (e.g.: Health, Public Policy, Economics) plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalencies: Directly related education or experience on the basis of: 
•    1 year of education for 1 year of experience; or
•    1 year of experience for 1 year of education

Required Asset:
•    Experience in a dental or optical field, or with health benefits

Preferred Skills:
•    Strong research and analysis skills and experience
•    Strong skills in synthesis and evaluation through a program and/or policy perspective
•    Sound communication skills to work with multiple internal and external stakeholders
•    Well-developed organizational, prioritization, and time management skills
•    Strong computer and technical skills
•    Customer service orientation

Hours of Work: Monday to Friday, 36.25 hours per week.
