About Us

At CSDS, we prioritize people—both within our team and in the communities we serve. Our mission is to redefine how Nova Scotians engage with government by creating accessible, reliable digital solutions centered around user needs.

In today’s tech-driven world, CSDS empowers government departments with essential digital solutions to meet Nova Scotians’ expectations. As a trusted partner across government, we enable departments to fulfill their mandates with secure, user-friendly services. From healthcare and education to public safety, we collaborate to transform how services are designed and delivered.

We don’t just implement technology; we modernize outdated systems and reimagine processes. Our agile, data-driven approach ensures that digital services are both efficient and adaptable to Nova Scotia’s evolving needs.

Joining CSDS means contributing to work that makes a real difference. From providing vital tech support to healthcare professionals to strengthening cybersecurity and developing scalable digital platforms, you’ll play a key role in building a more inclusive, responsive government for Nova Scotians.

Together, we’re setting new standards for digital public service, delivering resilient solutions that meet today’s needs—and anticipate tomorrow’s challenges.

About Our Opportunity

As Data Engineering Manager, you’ll shape how government uses data by leading the design and scale of infrastructure that enables secure sharing, self-service analytics, and informed decision-making. You’ll lead a team focused on building trustworthy, sustainable systems that unlock data’s value for long-term public impact.

You’ll join the Data Engineering, Policy & Standards team in CSDS’s Data Management Office—supporting the Province’s enterprise data platforms, shaping data governance standards, and enabling safe, scalable data use across the public sector.

This role is ideal for someone who blends technical depth with systems thinking—able to guide both people and platforms through complexity with clarity, confidence, and care.

Primary Accountabilities

  • Design and implement a scalable and modern data use platform to be shared across government
  • Lead a team of technical professionals to design and implement a modern data use platform, prioritizing and assigning work, and ensuring legacy systems are maintained until sunset
  • Design and implement repeatable data pipelines to integrate data into the platform
  • Develop and implement maintenance and support processes for the platform, ensuring partners have reliable access during business hours
  • Provide coaching and guidance to partners on how to use and interact with the data platform
  • Remain current with industry and academic developments and standards, including maintaining a portfolio of tools to manage the data platform

Qualifications and Experience

To be considered for this opportunity:

You’re a systems thinker with strong hands-on experience—equally comfortable designing cloud data platforms, leading technical teams, and navigating organizational complexity. You bring the following to the role:

  • You have a Bachelor’s degree in engineering, computer science, information systems, or a related field (or an equivalent combination of education and experience).
  • You possess strong experience in data engineering, ETL development, data modeling, and integrating data from diverse systems.
  • You have demonstrated proficiency with cloud-based data platforms such as Databricks, Snowflake, or Microsoft Fabric.
  • You have hands-on experience designing, building, and operating scalable, secure data infrastructure—especially in large or complex environments.
  • You have a track record of leading technical teams or multidisciplinary projects in data or digital settings.
  • You are confident communicating technical concepts clearly to both technical and non-technical audiences.
  • You possess the ability to guide others through change, prioritize work amidst ambiguity, and foster collaboration across government.

Beyond your experience, your mindset and way of working reflect how we approach public service:

  • A belief in data infrastructure as shared public infrastructure, designed for long-term value, adaptability, and equity.
  • A commitment to inclusive, ethical digital practices, with awareness of how systems can either reduce or reinforce barriers for communities.
  • A thoughtful and adaptive communication style that builds trust across disciplines and sectors.
  • A design approach rooted in principles like accessibility, privacy, and sustainability—aligned with CSDS’s Digital Code of Practice.

The Impact You'll Make

Platform design and delivery: Lead the creation of a modern, cloud-based data platform that enables secure integration, sharing, and reuse across government.

Data pipeline development: Build and maintain reliable pipelines that transform raw data into accessible, actionable insights.

Legacy system transition: Maintain existing tools like data warehouses and BI platforms while planning and executing a thoughtful modernization strategy.

Technical standard setting: Define scalable, interoperable standards that support long-term platform resilience and cross-government use.

Cross-government collaboration: Work with policy, analytics, technology, and privacy teams to align on governance, shared tools, and services.

Change leadership: Support teams through complexity, uncertainty, and adoption of new tools—building trust and clarity along the way.
