The staff members of the Alberta Office of the Chief Medical Examiner (OCME) are committed to the provision of high-quality services to Albertans. Activities performed enable the OCME to certify the cause and manner of death in accordance with the Fatalities Inquiries Act; provide forensic service, assist in educating Albertans in time of grief; and develop and maintain a center of excellence in forensic pathology and toxicology.

Reporting to the OCME Director of Operations, the Program Analyst (Analyst) is responsible to align the OCME’s Information Management and Technology (IMT) requirements with its business processes and service delivery requirements. In order to accomplish this the Analyst develops an in-depth knowledge of the OCME's business processes, Case Management System (CMS), as well as other IMT software and hardware.
The Analyst will provide consulting, coordination and project leadership to meet business needs, ensuring that IMT solutions adhere to GoA standards, regulations, guidelines, policies, etc. The position works closely with the Director of Operations and Chief Medical Examiner on larger IMT projects, and all OCME staff to ensure their daily IMT requirements are being addressed. The position also regularly meets and liaises with GoA IMT staff to identify, analyze and address technological changes that may impact the OCME's business processes and service delivery. Additionally, the Analyst is responsible for reporting and data analytics on data and information contained in the OCME's CMS.
The Analyst will consult with the Director of Operations, Executive Director, Operations Managers, Chief Medical Examiner and their counterpart in Edmonton as applicable before making any decisions that will have a business impact on OCME staff and service delivery.
Position Overview:
• Coordinates the implementation of IMT plans/activities for OCME hardware and software to ensure the business needs of OCME are met.
• Facilitates the optimal use of hardware and software and provides support and consultation expertise to clients withing the OCME.
• Responsible for reporting and analytics for the OCME. Preparing monthly and ad hoc data reports to be used by the OCME, Ministry of Justice, other Government of Alberta (GoA) departments, other jurisdictions, non-governmental organizations, media, communications, public, and other internal and external stakeholders as required.
• Swiftly generates data and statistics to respond to various information requests from senior management within stringent timelines, specifically catering to meet business objectives.
• Utilizes advanced analytic skills to model complex business problems and to interpret data, uncover insightful trends, and pinpoint opportunities using statistical, algorithmic, data mining, and visualization techniques.
• Extracts data and statistics from the OCME’s CMS, conducting data and trend analysis, and generating visual graphs that bolster strategic and operational objectives.
• Demonstrates excellence in integrating and preparing large, diverse datasets and effectively communicates the derived results.
• Constructs data-driven analytics solutions that influence strategic and operational decision-making processes.
• Provides resolution of IMT and related business process problems daily for the OCME’s specific hardware and software.
• Provides consistent support for the OCME’s CMS, prioritizing timely and reliable operations while swiftly addressing any operational issues and responding to user inquiries.
• Manages the technical aspects of the SQL Server database and the statistical data at the OCME, leveraging expertise to design system enhancements that streamline business and service delivery processes.
• Offers support and consulting expertise for CMS application development projects.
• Coordinates the implementation of information management and IT plans, ensuring support for assigned and new applications aligns with the business needs of the OCME branch.

• Develops and executes user acceptance testing plans and production validation processes for comprehensive end-to-end testing of changes to the CMS.
• Monitors and manages IMT security and information access.
• Fosters and maintains a dynamic network of relationships with stakeholders at all levels to guarantee that business needs are addressed and satisfied.
• Proactively audits application data, monitors and reports any issues that violate established business policies, escalates these concerns, and recommends process improvements.
• Maintains a comprehensive understanding of business and delivery processes, enabling the effective resolution of a wide variety of user issues as they arise.
The successful candidate will:
• Independently carry out day-to-day application support and problem resolution, which requires a thorough understanding of the application and the business it supports, and work with IT team in Service Alberta to resolve issues.
• Demonstrates in-depth understanding and ability to manipulate SQL Server databases for data extraction, transformation, and reporting activities.
• Provide a high level of service for all technology-related items, both onsite and remotely.
• Demonstrates strong interpersonal and time-management skills.
• Will provide analytical and problem-solving skills to develop creative solutions to meet business needs.
• Provides support to clients when using various types of hardware and software.

University graduation (Computing Science or Business Management Information Systems) in a related field plus 4 years progressively responsible experience.
Equivalencies may be considered:
Diploma and a minimum of six (6) years related experience, Master and a minimum of two (2) years related experience, No education and a minimum of eight (8) years related experience.

• Experience working in a SQL Server management, with a particular emphasis on operations involving SQL Server Reporting Service (SSRS) and SQL Server Analytical Services (SSAS) tabular.
• Experience providing written and verbal analysis concisely for senior management.
• Experience extracting data from a database.
• Experience in ensuring data integrity of statistics.
