The Legal Services Division of the Ministry of Justice supports the Minister in providing legal advice to the Premier and Cabinet. With a comprehensive understanding of government’s legislative and regulatory frameworks, policy objectives, and key programs, the division provides legal services and advice to all government departments.

Role Responsibilities

The Legal Services Division has an exciting opportunity for an intermediate/senior level lawyer to join the Health Law Team. The team provides specialized legal services to the Department of Health and the Department of Mental Health and Addiction on a diverse and complex range of issues relating to Alberta’s health care system. Particularly as the province’s health care system undergoes a number of changes, the Health Law Team regularly advises on matters that are challenging, novel, interesting, and directly applicable to Albertans.

 

We are looking for a self-motivated individual who works well in a team environment to support Alberta Health and Mental Health and Addiction with their procurement, contracting, and grant requirements, among other legal services. The responsibilities of the position include:

  • Reviewing, drafting, and negotiating procurement solicitation documents, contracts, grant agreements, and other forms of agreement
  • Providing general corporate counsel legal and related strategic advice
  • Statutory interpretation and advice on compliance with legislation
  • Preparing legal opinions, briefing notes, and various orders and directives
  • Mentoring other Civil Crown Counsel on the team
  • Collaborating effectively with colleagues on the team and on other teams across the division.

 

The candidate must have:

  • Experience in contracts and procurement.
  • Strong contract drafting and negotiating skills
  • A strong client focus
  • Exceptional legal, and problem-solving skills
  • High flexibility and the ability to respond quickly to address changing client needs, issues, and priorities.

Qualifications

A Bachelor of Laws (LL.B.) or Juris Doctor (JD). For Law degrees obtained outside Canada, proof of accreditation from the National Committee on Accreditation (NCA) is required. You must be an active member or must have immediate eligibility for full membership with the Law Society of Alberta.

 

Below is the minimum number of years required for each classification:

  • Civil Crown Counsel 2: 4 years to 12 years of related experience
  • Civil Crown Counsel 3: 11+ years of related experience

 

Experience in the following areas will be considered an asset:

  • Experience with various procurement models including RFPs and NRFPs  in public sector procurements and grants will be an asset.
  • Knowledge of applicable trade agreements and experience dealing with procurement challenges and bid disputes.

Hours of work: Monday - Friday, 8:15 am - 4:30 pm (36.25 /week)

Location: 20th Floor, ATB Place North 10025 - Jasper Avenue, Edmonton, Alberta.
