Assisted Living and Social Services provides supports for seniors, families, and communities, and helps Albertans access disability services, continuing care, financial supports, affordable housing, services for the homeless, and other social-based programs. The Modernization Office within the Ministry manges the digital roadmap and executive dashboard to support reporting and decision making within the Ministry.  It provides essential support for digital product development for the Ministry and works closely with Technology and Innovation ministry to ensure strategic alignment on the GoA’s digital modernization objectives.

Role Responsibilities

The Digital Governance Analyst position will be the hub of the Ministry's governance and strategy for Information Management and Technology (IMT) Executive Dashboard. This role includes facilitation and partnering with Technology and Innovation, and Product Owners to collect relevant information on variety of initiatives and their budget, and ensuring timely data collection and IT/digital reporting activities for the Ministry of Assisted Living and Social Services. 

 

Key Responsibilities:

  • Coordinate with Technology and Innovation and other Ministries on Assisted Living and Social Services Executive Dashboard.
  • Support the Director and Executives by reporting on digital initiative activities.
  • Communicate IMT activities for the department by using the intranet SharePoint site, and other means as necessary to ensure that staff have visibilities into key IMT activities.
  • Assist the Managers, Directors, and Executive Directors and branch in delivering on Modernization Office priorities.
  • Support the Manager and the Director with preparation and coordination of Action Requests as needed.
  • Represent Assisted Living and Social Services with other Ministry committees or projects and ensure Assisted Living and Social Services needs are met.
  • Establish and maintain effective relationships with key stakeholders from Assisted Living and Social Services, Service Alberta, Technology and Innovation, and others using the trust established to assess the capability and capacity of the organization to implement projects.

Qualifications

Minimum Requirements:

  • Bachelor's degree in a related field, such as Information Technology, Public Administration, Public Policy, and Business Administration.
  • Four (4) years of progressively responsible related experience, such as a Business Analyst. 

 

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

 

Related Knowledge & Experience:

  • Expert computer skills, including collaboration software (TEAMS, Miro, VISIO) and Microsoft SharePoint, One Note, Excel, PowerPoint.
  • Proficient with development tools, such as Power BI, SharePoint, Power Apps, Power Automate, and other M365 tools.
  • Experience reporting on IT assets, using modern reporting tools.
  • Experience with agile system development and techniques for digital government.
  • Facilitation of workshops using a variety of modern collaboration tools including Microsoft Teams.
  • Demonstrated ability to be flexible and think strategically, analytically, and creatively to analyze issues, identify gaps, and generate options/solutions.
  • Well-developed organizational and time management skills to work independently and in a team setting.
  • Reporting on IT assets, using modern reporting tools.
  • Strong business acumen combined with excellent technical business analyst skills.
  • Proven effectiveness in facilitation of senior and/or cross-functional groups.
  • Knowledge and experience in creating presentation, reporting for executive level.
  • Proven analytical, problem solving, and decision-making abilities.
  • Exceptional verbal, written, listening, and interpersonal skills.

 

Assets:

  • Project management experience.
  • Demonstrated experience with Information Management policies and processes.
  • In depth knowledge and comprehension of Assisted Living and Social Services systems, digital transformation in government, and systems architecture.
  • Significant and extensive organizational awareness, knowledge and understanding of the ministry's Assisted Living and Social Services Digital Road Map, Department Business Plans, and the GoA Digital Strategy.
  • Knowledge and understanding of government decision-making processes and governance.
  • Demonstrated experience with legislation, directives, policies, and procedures that guide the business areas.
  • Completion of a Business Analysis Certification Program from accredited learning Institute.
  • Working knowledge of the Microsoft M365 tool set and in particular following collaboration, development, and reporting tools:
    • Teams
    • SharePoint Online
    • Power Apps
    • Power Automate
    • Power BI
    • PowerPoint

Notes

End date for this temporary position is March 31, 2027. 

 

Hours of work: 36.25 hours per week, Monday – Friday, hybrid (3 days work in office, 2 days work from home)
