Our health care client is hiring a Manager of Finance (Payroll and Accounts Payable). Reporting to the Director of Finance, the Manager of Finance (Payroll and Accounts Payable) works in close collaboration with the other Managers of Finance, as the chief accountants within the organization. The Manager (PR & AP) is responsible for ensuring that both the Hospital’s internal and external financial reporting is accurate and in accordance with Generally Accepted Accounting Principles (GAAP) and Management Information Systems (MIS).
The Manager is also responsible for compliance with tax regulations specific to payroll. Responsible for developing and maintaining internal and external financial reporting, policies and practices, resolving accounting and reporting issues, cash management and developing and maintaining strong internal controls and financial controls that apply to and protects the institutional reputation and assets. The Manager is responsible for identifying financial risk and for mitigating and monitoring financial risk in the institution.
As a member of the Finance team, the Manager provides strategic direction and maintains responsive, quality financial and accounting functions. This position has an in-depth understanding and knowledge in finance and payroll as well as broader industry and economic knowledge. A proactive approach to continuously improve and address financial issues and opportunities for a dynamic health care facility is required. The Manager is a strategic thinker with ability to see beyond the numbers, with an innovative style and demonstrated solid business judgment.
This role is a hybrid location in Peterborough, ON.
Responsibilities:- Financial Reporting
- Provides leadership of financial reporting and accounting services including general ledger, accounts payable and payroll
- Responsible for purchasing and payroll components of the external financial audit
- Responsible for establishing policies procedures and practices for purchasing and payroll
- Responsible for the evaluation, development, and deployment of appropriate management controls to mitigate risk related to purchasing and payroll.
- Responsible for the maintaining the relationship, controls and processes with the third-party accounts’ payable provider.
- Provides leadership in the ongoing evaluation, development, and implementation of accounting systems to provide adequate, accurate and timely information and reporting on financial performance, and to meet the reporting obligations of the Health Centre
- Design, develop and maintain appropriate systems to meet statutory requirements including OHRS, GAAP and other reporting requirements
- The Manager oversees the payroll team to ensure timely and accurate payment of salaries to employees while ensuring a high level of customer service.
- Manages payroll and pension compliance with Federal and Provincial regulations; including bi-weekly, monthly and annual reporting for CRA, HOOPP, WSIB, ect.
- Maintaining confidential information by adhering to legal and ethical standards
- Working with leadership to ensure salaries and wages and benefits services are delivered at best practice standards
- Oversee the monitoring and analysis of expenses against the annual budget.
- Leadership
- Provide leadership and supervision to Finance staff (including, accounts payable and payroll)
- Coordinate the development and maintenance of appropriate management controls to mitigate risk
- Responsible for preparing and managing the budget of the department, in collaboration with the other Mangers of Finance, under the incumbent’s control
- Other duties as assigned
Qualifications: - Undergraduate degree in Finance, Health Administration, or Health Information or equivalent combination of relevant education and experience.
- Chartered Professional Accountant (CPA) designation OR Payroll Compliance Professional (PCP)
- 5 to 10 years of previous finance and/or accounting leadership experience
- Extensive knowledge of financial reporting, GAAP and PSAS Experience in managing an accounting department
- Well-rounded business and finance background to compliment a strong financial/accounting technical background
- Expertise in reporting, control, analysis, systems, planning with a commitment to constantly improving services
- Expertise in Payroll
- Experience in a hospital setting or similar health care organization is an asset
- Knowledge of hospital operation and hospital funding formula and reporting requirements is an asset
- Knowledge and experience with Ontario Health Care Reporting (OHRS) is an asset
