About Us


The Department of Seniors and Long-term Care supports the social and economic wellbeing of older adults. We oversee long-term care facilities and homecare agencies throughout the province. We also provide leadership and policy coordination across government to help improve the quality of care for seniors.  Part of this care is the development and support of safe infrastructure.  The Department uses innovation in how we plan, fund, legislate and monitor service delivery across the sector. About Our Opportunity


Our Mandate at Seniors and Long-term Care includes management of the New Beds Program to deliver 5,700 new single resident rooms for the Long-term Care sector.  This includes closely monitoring the development of 54 facility development projects across the province, totalling nearly 5 million square feet.  We are looking for a Program Manager to help lead this program.  Reporting to Senior Leadership, the position will be responsible for the management of core deliverables that guide the projects within the Program and to lead communications within a multi-discipline internal team as well as external project leaders.  The Program Manager will be required to advance the goals of the department through tracking of project and program level data, identifying and executing improvements based on this evidence.  
 

Primary Accountabilities


Reporting to the SLTC Infrastructure Project Executive, you will be responsible for strategic leadership, accountability and reporting on the SLTC New Beds Program.  As a construction leader, you bring extensive knowledge of building infrastructure budgets, schedules, construction process and risks and will use that experience to provide consistent leadership on complex project development issues.  You have experience reporting through written reports, presentations and regular updates.  You will lead a team of professionals who will support you through onsite reviews and data collection and will look to you to for guidance and system development to ensure SLTC are getting timely accurate information on the progress of the Program.   Your work will include maintenance and synthesizing of data for use by the internal team, creation of reports, dash boards and reporting to Senior Leadership.  You will support other leaders with comprehensive submission reviews against SLTC Design Requirements Manual and Facility Development Approval Process.  This may include, but not limited to technical reviews of building systems, land acquisition requirements, and review of submitted project budgets and schedules.  You will lead regularly meetings with external partners, communicating comments on progress, and risk mitigation. Travel to construction sites may be required, and knowledge and experience with site activities, construction site safety, building design standards, understanding building development progress and ability to report on these activities will be essential.
 

Qualifications and Experience


As the successful candidate you have a bachelor’s degree in Planning or Building Science such as Engineering or Architecture and have a minimum 6 years experience working in the building design or construction field, or equivalent education and experience.  

In addition to the above, you also possess the following experience:

  • You have sound judgement and good interpersonal skills which you have used in a fast paced complex environment.
  • You have a proven ability to achieve results while working independently or within a team of professionals.
  • You communicate well through written, graphic and verbal formats and have led presentations to senior leaders.
  • You have strong technical skills in building design and construction and use data collection, analysis and reporting for decision making.
  • You have proven leadership in multi-disciplinary teams and an ability to achieve consensus with diverse opinions to support Department mandates and goals.


The following will be considered assets: 

  • Experience with and knowledge of building codes, healthcare standards.
  • Understanding of SLTC guidance documents and development process. 
  • Experience working in the health care system, particularly in the Long-term Care sector.
  • High working knowledge with database management software including MS Suite programs.

Working Conditions


This role is based in a comfortable office environment, and you may be working at your computer for extended periods of time. You may also be required to travel independently within the province.
 

Additional Information


Travel throughout the province for work may be required.  A valid driver’s license would be an asset. 

Emergency Fist Aid training is required, you must possess or be willing to complete Emergency First Aid training.
