About the Opportunity
We’re seeking an experienced Procurement Subject Matter Expert (SME) to support a publicly funded, community-based healthcare organization with strategic procurement advice and end-to-end support for high-value sourcing initiatives. This consulting opportunity is ideal for a procurement professional who understands the unique requirements, accountability and compliance considerations of publicly funded non-profit environments.

Working closely with internal stakeholders, you’ll provide expert guidance throughout the procurement lifecycle, from planning and RFx development through evaluation, negotiation, contracting and reporting. Your expertise will help strengthen procurement practices, manage risk and support fair, ethical and transparent decision-making.

Your Responsibilities
• You’ll provide strategic advice on public procurement approaches, compliance requirements and reporting.
• You’ll lead and support high-value sourcing initiatives, including RFx development, posting, evaluation, consensus and execution.
• You’ll guide bid evaluations and negotiations while promoting fair, transparent and defensible procurement processes.
• You’ll advise stakeholders on trade regulations, emerging procurement guidelines, ethical considerations and procurement risk.
• You’ll provide fairness commissioner services and fairness advice throughout procurement activities.
• You’ll support contract management, controllership and effective stakeholder and vendor relationships.
• You’ll complete required procurement reporting and transfer knowledge to internal resources.

Skills and Qualifications
• 5+ years of experience working with publicly funded non-profit organizations.
• Proven experience providing strategic advice on public procurement approaches and reporting requirements.
• Demonstrated experience interpreting applicable trade regulations and new or emerging procurement guidelines.
• Experience acting as a fairness commissioner and providing independent fairness advice.
• Strong experience advising stakeholders on ethical considerations within procurement processes.
• Established knowledge and professional networks related to emerging and promising procurement practices.
• Proven experience completing Supply Ontario annual procurement activity reports.
