Job Summary
Reporting to the Manager of Rail Safety Compliance this role focuses on improving rail safety by driving practical risk and compliance solutions. You will assist in conducting Dynamic and E testing aligned with the Safety Management System (SMS) and Rail Safety Management System (RSMS) to ensure procedures are consistently applied. Collaboration across teams will be key to aligning safety practices and streamlining operations. Your expertise will ensure safety and compliance activities are effective and measurable, while staying ahead of industry trends to adapt and refine practices.
This is primarily an on-site role, hands-on, delivering real improvements to rail safety and operational performance.
• Support the Manager of Operating Practices and the Manager of Rail Safety Compliance in addressing rail safety compliance matters.
• Collaborate with the Manager of Operating Practices (or their designate) to support the practical application of CROR and drive operational safety and efficiency.
• Support rail-focused activities under the Risk Management Maturity Model (RM3), assisting with detailed audits and evaluations to strengthen rail safety practices.
• Monitor and report on Key Performance Indicators (KPIs) related to rail safety, such as Train Operational Rule Violations (TORV), incident rates, and audit findings. Identify trends, provide actionable insights, and work with teams to implement improvements that enhance safety performance and operational effectiveness.
• Participate, guide and support the JH&SC for Train crew
• Advocate for continuous improvement by encouraging learning from incidents, near misses, and daily operations to enhance safety culture and reduce risks.
• Promote effective communication and collaboration with counterparts in operations, ensuring alignment on safety practices and objectives.
• Assist with the planning and execution of Dynamic and E tests, inspections, and audits as required by the Manager, ensuring compliance with regulatory expectations.
• Assist the Manager in delivering high-priority compliance projects by coordinating tasks, tracking progress, and ensuring collaboration across departments. Focus on meeting specific rail safety goals, such as addressing regulatory requirements, resolving audit findings, and improving operational safety practices.
• Embrace additional responsibilities as required, maintaining flexibility and a solution-focused mindset in addressing emerging safety and compliance needs.
Physical Requirements
• Frequent use of a computer and other office equipment.
• Ability to navigate around a site and wear necessary safety equipment, in a track environment.
• Travel may be required. Ability to operate company vehicles to travel between facility locations.
• May require frequent sitting, standing, and walking for periods of time.
Education & Experience
• Degree in Engineering, Business Administration, Analytics, Statistics or related field – or a combination of education, training and experience deemed equivalent.
• Minimum 5 years of experience in rail safety management or related field
• Minimum of 2 years' experience working with cross-functional teams on large, complex projects, ideally within the rail industry
Required Skills
• Specialist domain knowledge of CSM-RA or CMREA (Common Safety Methods) (Canadian Method for Risk Evaluation and Assessment)
• Knowledge and understanding of Incident Management Systems (IMS) / Incident Command Systems (ICS) – Understanding of the role of the Information Officer (IO in Crisis Communications) considered an asset.
• Valid or ability to obtain CROR (Canadian Rail Operating Rules) Foreman D certification/qualification or higher (ENGR or CNDR), including MX GEI (Metrolinx General Engineering Instructions).
• Knowledge of RM3
• Perform effectively in a fast-paced start-up environment
• Open to work in security topics such as security risk assessment
• Effective oral and written communication skills
• Strong interpersonal skills and ability to effectively communicate with teams across the entire organization
• Respectful, appreciative interaction with all stakeholders and team members
• Excellent leadership and decision-making skills
• Strong knowledge of Risk and Compliance principles as well as legal regulations
• Ability to work with a diverse workforce in intercultural environments
• Strong analytical skills with the ability to work under pressure and meet challenging deadlines
• Affinity with technical and commercial terms for contract management
• Fluency in English
Preferred Qualifications
• Certified Analytics Professional (CAP) or Canadian Risk Management (CRM) desirable.
