Job Description

Accountability:

  • Responsible for compliance with reliability, availability, maintainability, and safety (RAMS).
  • Responsible for planning, directing, managing, coordinating, and supervising the programs for acquisition, assignment, utilization, maintenance, repair, replacement, and disposal. 
  • Leads the development and implementation of Systems Assurance, Interface Management, and Configuration Management.
  • Develop and manage the Revenue Fleet process to enable Maintenance and Procurement Engineering to maintain accurate, accessible data for the timely resolution of technical problems.
  • Establish and maintain required documentation control procedures to ensure drawings, operational, manuals and other relevant documents for both legacy & new fleets are compliant with relevant standards,
  • Review FRACAS and RAMS reports of vehicle and equipment and support FMEA & root cause analysis as needed.

Responsibilities

  • Responsible for addressing the overall fleet planning and interface activities with a focus on liaison with Metrolinx, subcontractors, Operations, Train Service Planning, and Facilities teams. 
  • Supervise and control interfaces, and manage project timeline and execution, as well as delivery of fleet maintenance strategy for Maintenance Readiness Date.
  • Leads the development and implementation of RAM and Quality Assurance concepts and practices associated with fleet maintenance management.
  • Provides technical expertise for passenger rail vehicle system engineering strategies and updates, to facilitate and drive process flow and continuous improvement efforts. 
  • Act as subject matter expert for rail fleet maintenance, to ensure operational, capital projects and programs for new, replacement or enhanced rail equipment optimize customer experience.
  • Plan to audit the process compliance for operations and maintenance activity.
  • Provide inputs to vehicle program engineering and project management teams in investigations and updates to relevant maintenance procedure development, project management, and modification programs.
  • Implement policies and procedures, applicable to fleet maintenance and repair operations, including working knowledge of environmental and health and safety regulations.
  • Audit process documentation produced by Contractor/fleet Suppliers for compliance with Contract specifications, regulatory requirements, and International Standards as needed.
  • Data-driven end-to-end analysis of RAMS for fleet maintenance activities, introducing best practices into the process to deliver consistent and impactful results for both O&M & external partners.
  • Develop and Implement QA/QC programs for oversight of Suppliers, and vendors, and support the Head of Fleet Maintenance. 
  • Support for acceptance and integration of new or overhauled equipment and components into service.
  • Develop operational impact analysis and make recommendations to improve the operational workflow.
  • Establish and maintain good safety practices in compliance with relevant safety and environmental regulations.

Qualifications

Education & Qualifications:

  • Completion of a diploma in Engineering Technology or related field – or a combination of education, training, and experience deemed equivalent.
  • Completion of a degree in Engineering or Business degree will be considered an asset.
  • Demonstrated years’ progressive experience in contract compliance, preferably in the rail maintenance.

Certifications or Designations (Training):

  • Professional Engineer (PEng) registration is a plus;
  • QMS: ISO 9001 certification is an asset; and
  • Must successfully complete environmental, safety and any other training required by corporate policy.

Experience:

  • Experience of minimum 10 years in Rolling Stock/Fleet, ideally experience in maintenance & operations of Passenger Rail Vehicles.
  • Experience in root cause analysis and continuous improvement methods for processes & practices on rolling stock in service.
  • Solid understanding of Railway applicable Quality standard (ISO9001, ISO/TS 22163, IRIS) and tools 
  • Sound knowledge of international standards, Transport Canada Regulations, and Code of Federal Regulations, Investigations, Audits, Examinations, and Testing.
  • In-depth knowledge and experience in Quality Control / Assurance, Testing, Certification, and corrective and preventive actions methodology.

Skills: 

  • Good knowledge and management of QA, Systems Assurance, and Configuration Management processes related to transit fleet operations and maintenance.
  • Good working knowledge of the design and development of compliance management processes.
  • Motivated to self-study to learn ERP and applicable solutions.
  • Exceptional organizational skills and attention to detail.
  • Proven ability to work independently and with a team.
  • Strong written and spoken English.
