Accountability
 
The General Manager ensures the effective operation and maintenance of Fleet/Rolling Stock in line with client needs. This position collaborates closely with the Director - Fleet Delivery on operational and maintenance issues, offering recommendations, and facilitating decision-making on-site. A key responsibility is managing a seamless integration of electric-powered trains into the electrified railway network, ensuring the assignment of appropriate engineering expertise for project approval. Additionally, the role is responsible for the ongoing enhancement and strategic planning of both preventive and corrective maintenance to ensure the availability of trains for service requirements.

Responsibilities

  • Directly oversee the planning and coordination of all operation and maintenance activities in the rail maintenance facility and associated layovers to ensure on-time and safe delivery of service. 
  • Responsible for all groups performing activities onsite and ensure the facilities are operating efficiently and to maximum availability. 
  • Manage scheduled maintenance and repair work with other sites to ensure train service is maintained. 
  • Liaise with subcontractors to ensure the maintenance of inventory and stock levels.
  • Communicate with all stakeholders including contractors, clients, and team and be the primary point of contact for all depots’ issues. 
  • Position has indirect reports, which include matrix reporting relationships with the operational and maintenance employees at the facility, and indirect oversight of the staff. The position will be responsible for managing the maintenance contractor, CADRI, as well as other third-party contractors and vendors present at the site. The General Manager of CADRI and FAM Managers will indirectly report to this position which in entirety covers 500+ employees working at the facility. 
  • Ensure and enforce all security, emergency, health and safety procedures are implemented and maintained to company standards. 
  • Utilize expertise to recommend maintenance, mechanical, electrical, and facility design modifications. 
  • Forecast, allocate, and supervise the financial and physical resources of the facility management. 
  • Manage activities by different teams and prioritize utilization of facility resources. 
  • Report on the progress and status of work, identify potential problem areas, mitigate risks, forecast opportunities as needed, and provide the means for timely management actions. 
  • Provide constructability reviews of plans, procedures, work task lists, and specifications to evaluate scheduled activities and staffing requirements for the group, and coordinate the availability of requisite equipment, material, and suppliers. 
  • Early identification of failure trends that may impact fleet availability and drive solutions. 
  • Streamline the resources assigned to Rolling Stock maintenance section to optimize utilization of all resources. 
  • Develop annual and long-range forecasts of all car maintenance operational requirements. 
  • Central role in development, planning and implementation of the department's preventive maintenance, component overhaul, and rehabilitation and replacement program. 
  • Foster sound employee relations and practices within the parameters of the operations and maintenance organization regulations and agreements. 
  • Responsible for conducting inspections and acceptance of new trains maintenance. 
  • Perform other related duties as requested.

Qualifications

Physical Requirements:

  • Frequent use of a computer and other office equipment. 
  • Ability to navigate around a site and wear necessary safety equipment, in a track environment. 
  • Work indoors and outdoors, subject to variations in outdoor weather conditions. 
  • Travel may be required. This could involve the ability to drive or travel by other means, and potentially walking or standing for periods of time.

 Education & Experience: 

  • Completion of a degree in Engineering, or related field – or a combination of education, training and experience deemed equivalent. 
  • Minimum of 10 years of leadership experience, preferably in rail operations, including the oversight of facilities, maintenance operations, and/or Fleet/Rolling Stock management. 

Required Skills & Qualifications: 

  • Experienced in maintenance and facility leadership, including strategic planning, complex budget management, maintenance plans and procedures, technical specifications, as well as safety and quality plans. 
  • Capable of working on complex network projects, bringing new ideas, and encouraging collaboration among diverse stakeholders to address construction and complex engineering issues. 
  • Has a proven understanding of large-scale railway operations, including Rolling Stock/Fleet, their operation, maintenance requirements, and the working safety rules governing operations and maintenance. 
  • Able to multitask while promptly and objectively analyzing situations and information to determine the proper course of action, ensuring human safety, quality, and the achieve of performance targets. 
  • An experienced leader, capable of guiding cross-functional teams and motivating and developing staff at all levels. 
  • Possesses exceptional strategic planning, problem-solving, and project management skills. 
  • Strong communication and stakeholder engagement competencies. 
  • A strategic and critical thinker, able to drive continuous improvement initiatives. 
  • Highly motivated with the flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events, and emergencies.
  • Proficiency in computers, including Microsoft Office Suite and other applications. 
  • Ready to take on 24-hour on-call responsibility for incidents and emergency situations.

This role is designated Safety-Sensitive under OOI’s Fitness for Duty Policy.
