Job Description

Accountability:

The Signaling Coordinator is responsible for coordinating Operations & Maintenance (O&M) signaling activities and serving as an interface to internal and external stakeholders. The incumbent will efficiently provide interface management, audit maintenance activities, ensure asset-related datasets are accurately reported, oversee external subcontractors and suppliers, facilitate prompt review of contracts and claims by respective parties, and facilitate the seamless transition from legacy to new signaling and train control systems.

 

Responsibilities

  • Providing O&M interface function to construction companies, internal and external stakeholders
  • Effective auditing of maintenance activities (inspection, testing, repairs, minor renewals).
  • Ensuring Asset-related datasets are reviewed, verified, validated and complete.
  • Supervision of quality, safety, timeliness and consistency of external subcontractors and suppliers.
  • Ensuring reliant transition phasing from legacy to new signaling systems.
  • Directing all external contractors and suppliers, developing steering guidelines and work principles in order to ensure qualified, safe and timely execution of maintenance activities.
  • Frequent monitoring, supervising and auditing of subcontractor activity, provide assistance in managing contractor claims.
  • Provide assistance in assessing potential subcontractors, facilitate in completing contractual agreements
  • Provide assistance in conducting the Make-or-Buy decision in specific maintenance projects.
  • Managing all communication and conduct meetings with subcontractors, customer, consultants, advisors and subject matter experts.
  • Supporting the interface between sub-contractors data management and the Zedas as an O&M Enterprise Asset Information System (EAIS).
  • Ability to actively report on meeting minutes, action items, project status, conflicts and impacts
  • Perform other duties as assigned.

Qualifications

Education & Experience: 

  • Post-secondary degree in engineering (mechanical or civil), electronics or computer science, or a combination of education, training and experience deemed equivalent.
  • Minimum 2-3 years of relevant experience in the operation and maintenance of railroad signaling, coms and SCADA systems or related open-closed control system environment.

Required Skills:

  • Excellent verbal and written communication skills, with the ability to effectively communicate to diverse audiences. Coordinate and Lead meetings and report on minutes and establish clear Action Items and follow through until completion.
  • Strong stakeholder and contractor management skills, including building strong relationships across all levels of the organization.
  • Strong teamwork and interpersonal skills, with a positive approach.
  • Have an agile, structured and analytical mind-set, and work with a sense of urgency.
  • Self-starter; capable of planning your own tasks and driving execution
  • Proactive, self-confident, able to make decisions, and involve and inform others when needed.
  • Proficient in MS Office (Outlook, Excel, Word, etc.), reading schedules and technical drawings.
  • Perform effectively in a fast-paced, start-up environment – adaptable and comfortable with changing circumstances, direction, and strategy 
  • Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy.
  • Willingness to work in a large-scale project, providing new ideas and facilitating collaboration and cooperation between diverse stakeholders to deal with complex issues.

Preferred Qualifications:

  • Basic knowledge of Train Signaling Systems (ABS, CTC) or any open-closed Process Control System 
  • CROR certified (preferred but not required)
  • Facilitating write up and evaluation of RFPs and Contracts
  • Familiarity with Risk Management and Mitigation process (CMREA preferred)
  • Knowledge of Project Management principles and practices, including Scope definition, Stakeholder Management, Quality, Budget and Schedule controls

Physical Requirements:

  • Frequent use of a computer and other office equipment.
  • Workstations arranged in an “open office” environment
  • Ability to navigate around a site and wear necessary safety equipment, in a track environment.
  • Must be able to perform light lifting and operate tools.
  • Travel may be required. This could involve the ability to drive or travel by other means, and potentially walking or standing for periods of time

Safety-Sensitive Positions: This role is designated Safety-Sensitive under OOI’s Fitness for Duty Policy. Applicants selected for this position will be required to successfully complete a pre-employment drug test (as applicable) and will be subject to drug and/or alcohol testing under relevant circumstances in accordance with OOI’s Fitness For Duty Policy. Some safety sensitive positions also have additional medical testing requirements, further information will be provided during the certification process.
