Job Description

Accountability:

  • Review all Communications (Coms) design documents and submit appropriate recommendations in accordance to the Railway’s standards
  • Ensure the effective implementation of all Coms equipment ensuring adherence to quality, schedule and costs as well as lead the coordination with the project’s partners
  • Review maintenance management documents such as annual, monthly and weekly maintenance plans, maintenance job plans and other O&M deliverables with respective COMS systems maintenance works
  • Ensure that corrective maintenance and preventive maintenance activities are effectively carried out as per the submitted schedule
  • Ensure maintenance works adhere to project schedule cycle’s daily, weekly monthly and semi-monthly procedures
  • Recommend and ensure the availability of the maintenance tools, equipment and spare parts while also tracking spare parts usage and availability.

Responsibilities

  • Support the O&M interface function to project partners and the Contracting Authority for all Structures, Signaling, Rolling stock and Civil related topics
  • Provide skilled technical assistance, maintenance services, quality service and advice on COMS systems such as Cable, Transmission Network, Radio, Fiber Redundancy Ring Network, Backbone Communication Network, Layer 2/3 Switching, Wireless LTE, WIFI and Broadband Communication, DWDM, and all interface matters to team members and infrastructure owners
  • Create regular reports regarding adherence to inspection schedule and escalate any deviations
  • Review the asset register after completion of maintenance activities and supervise the asset register in the Maintenance Management System
  • Witness and guide COMS systems corrective maintenance activities to ensure that are performed in accordance with the approved Operation and Maintenance documents
  • Ensure the operations of the COMS systems are carried out safely and as per RAMS requirements
  • Support Claim management function; support other O&M workstreams such as COMS interfaces with other systems
  • Ability to resolve on site issues in case of any damage or faulty COMS equipment’s during the operations
  • Act in compliance to technical Rulebooks and Guidelines (such as AREMA Standards, Transport Canada Regulations, national, provincial and local regulations)
  • Implement and update the Asset Management and Maintenance Plans for Wayside Signals
  • Assist in forecasting the Asset behavior and develop measures to improve the Asset condition
  • Manage and Lead a team of field technicians and maintainers

Qualifications

Education & Qualifications:

  • Completion of a degree in Engineering, Computer Science or related field – or a combination of education, training and experience deemed equivalent

Certifications or Designations:

  • Ability to obtain Canadian Rail Operating Rules (CROR) is required
  • Cisco, Juniper, AZURE, CFOT certification desired

Experience:

  • Minimum of 10 years of experience in the operation and maintenance of COMS Systems, such Fiber optical cable, transmission network, L2/L3 Switching, Wireless, Ring and Fixed-line networks.
  • Developing and Administering Management and Maintenance Plans for COMM systems
  • Extensive knowledge and understanding of the COMS interfaces with Rolling stock and signaling systems

Competencies:

  • Willingness to work in a complex project, providing new ideas and facilitating collaboration and cooperation between diverse stakeholders to deal with construction and complex engineering issues.
  • Possesses a valid driver’s license
  • Knowledge of the principles of accountability and risk management
  • Knowledge of project management principles and practices, including budget and schedule controls
  • Optional: Knowledge / experience in North American Railway operation process
  • Ability to work in outdoor, track environments
  • Ability to review, critique and update COMM Network diagrams

Safety-Sensitive Positions: This role is designated Safety-Sensitive under OOI’s Fitness for Duty Policy.
