Role Responsibilities

Are you a strategic financial leader with a passion for fiscal planning, budgeting, and public sector accountability? The Manager, Financial Planning leads a team of finance professionals responsible for delivering critical budgeting, forecasting, and financial analysis services that support departmental and ministry-wide decision-making. This role plays a key part in ensuring financial resources are effectively planned, managed, and aligned with organizational priorities in a complex and evolving environment.

As a trusted advisor to senior leadership, you will lead short- and long-term budget planning, expenditure forecasting, and fiscal reporting processes, while providing expert analysis and recommendations to support government decision-making. Working closely with internal and external stakeholders, including the Alberta Utilities Commission and Balancing Pool, you will navigate complex financial issues, develop strategic financial plans, support Treasury Board and legislative processes, and help ensure the effective stewardship of public resources. You will also represent the department on cross-government committees and initiatives that promote fiscal accountability, collaboration, and continuous improvement.

Responsibilities include but are not limited to:

• Provides leadership and coordination for the compilation and consolidation of the Ministry's annual budget submission to Treasury Board in proper presentation format.
• Coordinates the construction of the fiscal year budget by branch based on each branch's request and management decisions.
• Acts as the primary contact with the Treasury Board Secretariat's Budget Development Managers to resolve budgetary and forecast issues.
• Leads and coordinates the preparation, collection and analysis of financial data for review by the Department's senior management team.
• Compiles and consolidates expenditure forecasts, and prepares related analysis for submission and review to the department's senior management team.
• Coordinates the development and interpretation of financial management reports and briefing materials submitted to senior managers to support informed decision-making.
• Leads and coordinates the preparation, collection and analysis of quarterly fiscal update financial data for review by senior management.
• Provides leadership, coaching, guidance, and training to support the professional development and career growth of (Senior) Budget Officers.
• Assigns, monitors, and reviews work to ensure deliverables are completed accurately, efficiently, and within established timelines.
• Provides financial expertise and advice to support special projects, ministry initiatives, and cross-government priorities.
• Identifies opportunities to improve financial planning, forecasting, reporting, and business processes and leads or supports implementation of improvements.
• Develops and maintains effective working relationships with stakeholders within the Ministry, Treasury Board and Finance, and other ministries.

Qualifications

University graduation in Business, Commerce, Accounting or other related field, supplemented by four years of progressively related experience. Related experience or education may be considered as an equivalency on a one for one basis.

Required:

• Experience coordinating, compiling, and consolidating annual budgets.
• Experience preparing and analyzing expenditure forecasts and financial reports.
• Experience providing financial analysis, advice, and recommendations to support management decision-making.
• Experience leading or supervising staff.
• Experience managing stakeholder relationships related to budgeting, forecasting, or financial planning.

Assets:

• CPA/CA/CMA/CGA designation.
• Experience with Treasury Board submissions, fiscal updates, or government budgeting processes.
• Experience preparing briefing materials for senior executives, Treasury Board, or Ministers.
• Experience leading financial planning, forecasting, reporting, or process improvement initiatives.
• Experience providing financial expertise and advice for special projects or cross-ministry initiatives.

Notes

This is a permanent full-time position working 36.25 hours per week, Monday to Friday (In-office). Location is downtown Edmonton.
