Reporting to the Manager, Continuing Care Information Strategy, the Clinical Advisor is an integral member of the Continuing Care Information Strategy Team and contributes to the fulfillment of the Licensing and Compliance Monitoring Branch's mandate. This position provides specialized clinical expertise and strategic advice to support provincial continuing care initiatives, information systems, reporting, and performance monitoring.

The job responsibilities include:
Policy and Program Development

As a trusted clinical subject matter expert, you will:

• Provide clinical knowledge and expertise to support the appropriate capture, interpretation, and use of continuing care information, including information from specialized interRAI client/resident assessment system, outcome measures, and quality indicators.
• Contribute to the development and advancement of the provincial Continuing Care Information Strategy.
• Apply systems thinking to assess current pressures, future trends, and strategic opportunities across the continuing care sector.
• Monitor and identify issues related to interRAI assessment coding, data quality, and information capture, and recommend solutions to support accurate and actionable data.
• Research emerging practices, trends, and innovations in continuing care assessment and information management across Alberta, Canada, and internationally.
• Review literature, conduct environmental scans, and gather evidence to inform strategic recommendations.
• Develop policy options and recommendations related to continuing care assessments, clinical data, reporting, and information management.
• Prepare briefing notes, issue papers, policy documents, reports, correspondence, and public-facing materials.
• Provide clinical policy advice and recommendations to Branch management, senior leadership, and ministry partners.
• Support the development of Cabinet reports, briefing materials, and other strategic decision-making documents.

Project Management

In this role, you will:

• Independently identify emerging priorities, gaps, and opportunities related to continuing care information and system improvement.
• Lead the design, planning, implementation, analysis, and evaluation of strategic projects.
• Manage complex, multi-phase initiatives involving diverse stakeholders across government and the continuing care sector.
• Coordinate project activities that support continuing care, information modernization, and system evolution.
• Develop project deliverables, monitor progress, and ensure outcomes align with organizational priorities.

Clinical and Quality Outcomes Monitoring

Using your clinical knowledge and continuing care expertise, you will:

• Monitor, analyze, and report on quality-of-care and quality-of-life outcomes across continuing care programs and services.
• Evaluate performance indicators, care outcomes, satisfaction measures, and other evidence to assess program effectiveness.
• Identify opportunities to improve clinical outcomes and recommend interventions where appropriate.
• Contribute to the development of a sustainable provincial framework for clinical outcomes monitoring.
• Support the identification of new indicators, benchmarks, and measurement approaches to enhance quality improvement and system performance.

Collaboration and Consultation

Success in this role requires strong collaboration and partnership-building skills. You will:

• Build and maintain networks with subject matter experts, researchers, clinicians, and information professionals across Alberta, Canada, and internationally.
• Collaborate with ministry staff, government partners, healthcare organizations, operators, providers, and sector stakeholders.
• Translate stakeholder feedback and consultation results into actionable policy recommendations and strategic advice.
• Foster collaborative relationships that support innovation, continuous improvement, and effective decision-making.

Communication and Issues Management

You will play an important role in supporting communications and issue resolution by:

• Providing clear, timely, and evidence-based advice on emerging issues and strategic priorities.
• Working collaboratively with internal and external stakeholders to address complex and sensitive issues.
• Escalating significant risks and concerns to management as required.
• Preparing briefings, correspondence, speaking notes, responses, and other written materials for a variety of audiences.
• Coordinating responses to inquiries from the public, residents, clients, operators, providers, researchers, and other stakeholders.
• Communicating complex clinical and technical information in a clear and accessible manner.

Qualifications

Minimum Recruitment Standards
Degree related to nursing, physiotherapy, occupational therapy, social work, health sciences, clinical Informatics, and four (4) years of related experience. Must be a regulated member of the appropriate college if required by the Health Professions Act (College of Registered Nurses of Alberta).

Equivalency: Diploma related to the position assignment and six (6) years of related experience. Must be a regulated member of the appropriate college if required by the Health Professions Act.

Master’s degree related to the position assignment and three (3) years of related experience. Must be a regulated member of the appropriate college if required by the Health Professions Act.

The following experience is required:

• Experience in continuing care, health, clinical practice, quality monitoring and improvement.

The following experience is considered as assets:

• Clinical experience within home and community care and/or continuing care homes.
• Advanced knowledge of interRAI client/resident assessment tools and outcomes.
• Experience in policy analysis and development.
• Clinical informatics experience.
• Experience supporting quality improvement initiatives within continuing care settings.

The following experience will be given preference:

• Expertise in continuing care service delivery, particularly in home and community care or in continuing care homes.
• Experience using interRAI client/resident assessment instruments and interpreting associated outputs; expert knowledge is preferred.
• Strong understanding of clinical practice principles, quality care, client-centred care, and quality-of-life frameworks.
• Knowledge of Alberta's health and social care systems.
• Knowledge of Continuing Care legislation, regulations, standards, and policy frameworks.
• Knowledge of Assisted Living Alberta, contracted service providers, and government ministry roles related to continuing care.
• Experience with clinical information systems, health data, and/or clinical informatics.
• Understanding of government decision-making processes, policy development, and policy analysis methodologies.

Notes

Hours of work are 08:15 AM to 04:30 PM, Monday to Friday. This is a full-time permanent position, working 36.25 hours per week.
