The Senior Manager leads and oversees the governance of Global HR’s project portfolio in Canada, ensuring plans and initiatives are executed in alignment with business strategies and objectives while adhering to internal policies and procedures.

 

The Senior Manager provides financial expertise and portfolio guidance to the HR community. This role is responsible for portfolio planning, prioritization, business case approvals, and monthly project forecasting. It oversees executive portfolio reporting and ensures compliance with the Enterprise Delivery Framework (EDF).

 

Acts as a central point of contact with the Enterprise PMO, ensuring projects meet financial and governance requirements from initiation through post-implementation. Also accountable for day-to-day OPEX management, including FTE forecasting and expense oversight.

 

Is this role right for you? In this role you will:

  • Lead a customer-focused culture to deepen relationships and leverage broader bank capabilities
  • Drive adoption of project initiation, prioritization, and business case processes
  • Lead HR Divisional PMO governance function and partner with Enterprise PMO (EPMO)
  • Ensure compliance with project governance gates (prioritization, approvals, PIR, benefits validation)
  • Oversee monthly portfolio reporting to Global HR Steering Committee, highlighting risks and mitigation
  • Collaborate with HR leadership on annual portfolio planning and prioritization
  • Provide financial and governance guidance to project managers and leads
  • Continuously improve portfolio monitoring and reporting using financial data insights
  • Maintain knowledge of Enterprise Delivery Framework updates and tools
  • Manage HR Services OPEX including FTE forecasting and expense approvals
  • Promote effective risk management aligned with the Bank’s risk culture
  • Build and lead a high-performing, inclusive team with a focus on development, succession, and engagement

 

Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:

  • 5+ years managing and forecasting department budgets (Capex/Opex)
  • 5+ years in financial analysis and reporting (CPA, CFA considered an asset)
  • 5+ years in project portfolio planning and management (prioritization, capacity planning, cost estimating)
  • Advanced analytical and executive presentation skills (Excel, PowerPoint)
  • 3+ years in program/project governance methodologies
  • Knowledge of project lifecycle (PMP or similar certification is an asset)
