Medavie is accelerating its growth agenda and is seeking someone who can lead in the market and internally champion the path forward. As our Director, Business Development, Government Programs for the public sector, you’ll architect and execute a growth strategy that retains and expands Medavie’s position as a partner of choice for Canadian governments. Reporting to the SVP, Government Business, you’ll set direction, ignite collaboration across our organization, and strengthen the relationships that matter most, all while championing our commitment to exceptional service for governments, members, and providers.

Strategy, Growth & Business Development

  • Define and execute mid‑term and long‑term growth strategies for the Government Business Division, enabling growth and retention.

  • Create, communicate, and execute the business development plan aligned to growth objectives, profitability, and client impact goals; continuously monitor, analyze, and present progress and results.

  • Successfully achieve outcomes related to expanded or new business, with clear ability to track progress against KPIs each year.

  • Provide ongoing expertise within Medavie on the market, emerging opportunities, and competitive landscape.

  • Be Medavie’s voice of the market.

Relationships & Stakeholders

  • Build deep, trust‑based relationships at provincial and federal government levels and with key industry stakeholders.

  • Identify and manage relationship touchpoints and industry involvement that strengthen Medavie’s position for new business and retention of in‑force business.

  • Drive market differentiation through industry involvement and strategic external relations.

Product, Service & Solutions Roadmap

  • Define the product and service roadmap for Medavie’s Government Business Division based on industry needs.

  • Collaborate extensively with internal teams and other Medavie divisions to advance the needed product roadmap, support product launches, and ensure seamless new business implementation.

  • Advance the strategy internally with the Government Division leadership team and with leaders across organizational divisions and shared services.

Proposal Optimization

  • Work internally to optimize our proposal approach and responses to produce competitive, and winning bid submission content.

Qualifications:

Education

  • University degree in business or related fields (or equivalent experience).

  • Master’s degree in business or related field (or equivalent professional experience)

Experience

  • Minimum of 7 years of experience in business development, with a track record of success.

or

  • Min of 7 years of director level or equivalent leadership experience in the health benefits administration industry with client relationship management responsibility

  • Experience in public health benefits and programs administration  

  • Federal procurement navigation experience would be an asset

Knowledge and Skills

  • Strategic, collaborative leader with strong business acumen and the ability to partner effectively across divisions, align teams to Medavie’ s enterprise vision, and inspire a high‑energy, accountable, client‑focused culture.

  • Expert communicator and influencer with excellent written, verbal, and presentation skills; brings executive presence and the political acumen required to navigate government priorities, stakeholder dynamics, and inter‑jurisdictional regulations.

  • Analytical and market‑focused thinker with strong ability to interpret data, identify market trends, and guide the development of relevant government‑focused products and services.

  • Digitally fluent and AI‑enabled with solid Microsoft Suite capabilities, experience using AI tools, and the ability to co‑create strategic digital/AI solutions beyond traditional sales approaches.

  • Highly collaborative relationship‑builder with the ability to work effectively across levels of the organization and create novel cross‑divisional ways of working to unlock new opportunities.

Language

  • Excellent verbal and written communication skills, with the ability to convey information clearly and professionally.

  • Bilingual (English/French) is an asset given our national footprint.

Pay Range: $120,335 - $171,907

The Base Pay range may vary depending on the successful candidate or other relevant job-related factors such as knowledge, skills, qualifications, experience and education/training. In addition to Base Pay, eligible Medavie employees may participate in various performance-based incentive programs. Payments under these programs are discretionary and subject to both individual and organizational results.
