The Senior Compliance Manager leads a team that assists in the implementation, maintenance, and administration of the Canadian Personal & Business Banking compliance program. Primary functions include preparation of internal and external reporting materials and serving as primary liaison with key regulators.
In addition, this role also assists in or executes key department activities, including coordinating and performing risk assessment, monitoring, testing, and surveillance activities to ensure the program remains current and aligned with BMO’s Enterprise Compliance Program requirements. Contributes to business/group results by providing oversight and making recommendations that significantly impact the Bank’s ability to minimize operational risk and align with regulatory expectations.

Consults on new products, services, and automated systems to incorporate compliance requirements.
Makes recommendations to senior leaders on strategy and new initiatives based on an in-depth understanding of the business/group.
Supports execution of strategic initiatives with internal and external stakeholders.
Builds effective professional relationships with business groups, stakeholders, and regulators.
Analyzes, reviews, and reports compliance data to Compliance and business/group management.
Leads or participates in the design, implementation, and management of core business/group processes.
Develops and maintains expertise in applicable regulations, directives, and guidance.
Provides input on emerging risks, regulatory developments, and regulatory interpretation.
Conducts or effectively challenges risk assessments, monitoring, and testing activities; supports root cause analysis for material control failures.
Identifies, assesses, challenges, and provides oversight on issue resolution, including remediation plans and validation; escalates high-profile issues and risks as required.
Identifies training needs and supports development of training based on monitoring and testing gaps.
Identifies enhancements to compliance tools and processes and communicates to stakeholders.
Assists business group management with communication and implementation of regulatory policy and procedure changes.
Represents Compliance during internal, external, and regulatory audits and examinations.
Operates effectively in a high-stress environment with changing expectations and regulatory scrutiny.
Applies expertise and creative thinking to complex and non-routine situations.
Broader accountabilities may be assigned as needed.
Qualifications:
Typically 8+ years of relevant experience and a post-secondary degree in a related field, or equivalent combination of education and experience.
Detailed knowledge of consumer protection regulations.
Strong communication, critical thinking, relationship management, and project management skills.
Ability to manage ambiguity.
Managerial experience preferred.
Advanced degree and/or professional designation is a plus.
Recognized compliance certificate is a plus.
Experience at a regulatory body is a plus.
