Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls. 

The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.

In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Nature and Scope:

Reporting to the Manager of Provincial Joint Operations, the incumbent provides program development and operational support to the Emergency Preparedness and Special Operations (EPSO) team. The incumbent works with internal and external stakeholders to develop, implement, and maintain Special Operations programs across the province. The incumbent identifies opportunities for program growth and expansion while ensuring existing operations meet or exceed patient/customer service standards and employee safety expectations. The incumbent also supports EMC staff by promoting safe work practices and coordinating specialized organizational resources.

In addition, the incumbent takes directions from the Manager of Joint Operations and works in collaboration with that role to keep EPSO operations fully functional and also serves as a key resource to support EMC safety and workplace health initiatives (EHS/OHS), as assigned.

Key functions include supervising EPSO staff; liaising with internal and external partners; coordinating special events; supporting staff development; and providing coverage for the Manager of Provincial Joint Operations during absences.

Duties and Responsibilities:

Leadership

  • Lead and supervise EPSO staff in their development.

  • Recruit, select, hire, and support the onboarding of new EPSO staff, as required.

  • Engage staff in a continuous performance management process.

  • Advise the Manager of Provincial Joint Operations on staffing issues related to EPSO.

  • Advise the Manager of Provincial Joint Operations on issues related to special events and external partners.

  • Perform Joint Operations Supervisor duties when necessary.

  • Assist with scheduling Joint Operations Supervisors, Specialty teams, and  regular Operations when necessary.

  • Lead and supervise large groups of inter-professional responders at major events.

  • Perform the Operations Lead role, as required.

 

Program Development and Management:

  • Provide operational program support to Emergency Preparedness and Special Operations.

  • Work with the Systems Support Divisions to procure and maintain the equipment and resources required for Special Operations.

  • Participate in, and endorse, research.

  • Oversee and maintain EPSO program staffing and scheduling.

  • Assist with scheduling and supervision of all specialty teams when necessary

  • Provide strong supervisory leadership, including mentoring, coaching, and developing team members to achieve high performance in both clinical and operational settings.

  • Assist with the development of specialty program training, as required.

  • Model exemplary leadership by demonstrating integrity, resilience, and the ability to make timely decisions under pressure while fostering a positive, accountable, and collaborative team culture.

Collaboration and Engagement:

  • Interface with District Operations Supervisors and Regional Managers on matters that link ground Operations and EPSO.

  • Work in collaboration with the Operations Management Team when necessary.

  • Liaise with internal partners to ensure all safety needs are managed in the province.

 

Investigation and Risk Management:

  • Investigate and assist in resolving assigned Safety Inquiries (Internal and External) and investigations, in collaboration with Risk Management and the issues management process.

  • Work with the safety operations program and leadership team to promote a culture of safety.

  

Working Conditions:

  • This position may involve physically demanding work and irregular schedules, including shift work and extended overtime as required. The work environment can vary from indoor to outdoor settings and may include exposure to extreme weather and hazards such as dust, pollutants, and noise. The role may require wearing protective equipment for extended periods and operating vehicles for long durations. Physical demands may include lifting and moving equipment and patients, prolonged driving, and tasks requiring moderate physical effort (e.g., climbing, balancing, stooping, kneeling, and running). The role also requires the ability to perceive colours, sounds, odors, depth, texture, and visual cues.

  • Travel throughout the province is a requirement for this role.

  • Ability to function effectively while wearing full PPE or tactical gear for prolonged periods and to operate in confined spaces or austere environments as required for EPSO responses.

Qualification and Requirements:

Education/Experience:

  • Graduate from high school

  • Minimum five (5) years’ experience working as a paramedic.

  • Five (5) years or more in a progressively responsible leadership position

  • Experience with WHMIS, dangerous goods, first aid and CPR.

  • Working knowledge of all Canadian OH&S legislation, applicable CSA Standards, etc.

  • Demonstrated experience providing advanced clinical care in high-acuity or special operations environments (e.g., mass gatherings, tactical responses, HAZMAT, or prolonged field care).

  • Demonstrated experience leading teams during high-pressure or large-scale operations, such as mass gatherings, special events, or multi-agency responses.

  • Knowledge of appropriate government legislation and policies as they relate to health and safety and the environment.

Asset  

  • University degree

  • Experience in EPSO and Safety programs

Certifications:

  • Registered, and maintained registration, with NSRoP as a PCP or higher Paramedic. 

  • Have a valid Nova Scotia Motor Vehicle Class 4 driver’s license.

  • ICS 200 certificate (Required)

Asset  

  • ICS 300 or higher.

  • Basic HAZMAT Life Support training.

  • An ATV drivers’ certificate, or willingness to attain.

  • ACP license.

  • Instructor certification in one or more of the following: ACLS, PALS/PEPP, ITLS/PHTLS, AMLS, or equivalent (or willingness to obtain).

Knowledge & Skills: 

  • The fundamental supervisory skills required include demonstrated leadership, planning, organizing, directing, and motivating staff.

  • Possess a fundamental understanding of occupational health and safety and the EPSO program and EMC response plans designed to mitigate risk and improve safe work practices.

  • Able to exercise independent judgment and problem solving independently.

  • Basic understanding of budget monitoring, resource allocation, and operational planning for specialty teams.

  • Effective written, oral, and presentation skills

  • Displays an overall aptitude for negotiation and dispute resolution skills.

  • Exercises a significant degree of discretion in the decision-making process.

  • Strong advanced clinical knowledge and skills, including assessment, advanced airway management, pharmacology, cardiac monitoring, trauma care, and pediatric emergencies; ability to maintain clinical currency and provide real-time clinical guidance during operations.

  • A strong understanding of OHS legislation and regulations.

  • Displays a significant aptitude for planning and managing large operational responses.

  • A strong understanding of the response capacity of the EHS organization and peer agencies

  • Demonstrated commitment to service provision, continuous learning and professional development required.

  • Demonstrated ability to work independently as well as collaboratively and effectively with others required.

  • Demonstrated effectiveness in team building, and clinical practice, conflict management and relationship building.

Asset  

  • A strong knowledge of CBRNE and response capabilities, basic certification

 

Language:

  • Fluency in English Language.
