Provides expert advice and counsel related to enterprise skills enablement, governance, and design through a variety of business/group and leadership engagements to support enterprise talent and workforce strategies. Supports and defines the governance strategy and enterprise design standards required to safely and effectively scale skills‑based practices across the organization. Completes specific operational and strategic work to deliver business results and minimize enterprise risk.

  • Provides strategic input into business decisions as a trusted advisor. Makes recommendations to senior leaders on strategy, priorities, and new initiatives based on an in‑depth understanding of the business/group, enterprise HR ecosystem, and operating environment. Acts as a subject matter expert on enterprise skills practices, governance models, data usage considerations, and relevant policies and standards.
  • Defines and owns enterprise governance frameworks, decision rights, access standards, and escalation models related to the use of skills data and skills‑based practices. Conducts independent analysis and assessment to resolve complex, enterprise‑level issues and balance value, risk, and operational feasibility.
  • Defines business requirements for analytics, reporting, and measurement to ensure skills‑related insights inform business decision‑making. Designs and supports KPI frameworks to monitor adoption, data quality, value realization, and long‑term sustainability.
  • Provides actionable enterprise design and development requirements to define and advance skills‑based practices across HR processes. Collaborates with leadership, HR Centres of Expertise and key partners to design current‑ and future‑state approaches, assess impacts and dependencies, and support sequenced adoption aligned to enterprise priorities and capacity for change.
  • Leads and supports change management activities of varying scope, including impact assessments, planning, stakeholder engagement, execution, evaluation, and sustainment. Supports transition of solutions into business‑as‑usual ownership through clear hand‑offs to standing governance bodies and accountable teams.
  • Identifies emerging workforce and skills trends to inform enterprise design decisions and future‑readiness. Builds effective relationships with internal and external stakeholders and operates at a group/enterprise‑wide level as a specialist resource to senior leaders.
  • Applies expertise and creative thinking to address unique or ambiguous situations and solve complex, non‑routine problems. Broader work or accountabilities may be assigned as needed.
  • Takes measured risks while protecting the bank by applying the Risk Management Framework and making sound, risk‑informed decisions aligned to business strategy and applicable policies and regulations.

Experience & Qualifications

  • Typically 7+ years of relevant experience and a post-secondary degree in a related field of study, or an equivalent combination of education and experience.
  • Experience in enterprise talent management, workforce strategy, HR technology, and/or skills-based practices.
  • Strategic thinking – Advanced / Expert.
  • Governance, risk management, and decision rights design – Advanced / Expert.
  • Program and initiative leadership – Advanced/ Expert.

$86,000.00 - $160,000.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.

BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
