The Canadian Air Transport Security Authority (CATSA) has 1 (one) exciting fixed-term opportunity up to March 31, 2028 within the Operations branch at the CATSA HQ.

Summary of responsibilities:

Reporting to the Manager, Regulatory Affairs and Operations Policy (RAOP), the Senior Program Advisor is responsible for designing, developing and maintaining operational programs that support CATSA’s corporate priorities, such as CATSA Assist, accessibility, radiation safety and SOP compliance oversight, as well as the business systems that support them.

The Senior Program Advisor also leads operational support projects, provides subject matter expertise on regulatory and/or operational matters, performs research, and recommends solutions in support of CATSA’s regulatory and corporate priorities. The Senior Program Advisor is also responsible for analyzing and reporting on program results as well as liaising and negotiating with regulatory entities and/or other organizations to enhance the delivery of CATSA’s primary screening activities and associated programs. The Senior Program Advisor performs all other duties and responsibilities related to the position as required

What you need to succeed
To qualify for the position, you must have:

  •           Graduation from a recognized college or university with a specialization in aviation security, business administration, public administration, performance measurement, project management, social sciences or in a related area of discipline.

  •           A minimum of six (6) years of experience supporting the design, development and oversight of Operational Programs aimed at monitoring compliance.

  •           A minimum of six (6) years of experience in writing effective briefing notes, reports and presentations, and providing sound advice to management.

  •           A minimum of six (6) years of experience collaborating with multi-disciplinary teams to design successful Operational programs.

  •           Experience providing updates and recommendation to senior management and resolving conflicts between stakeholders.

  •           Knowledge of standard operating procedures, compliance and oversight tools, techniques and practices

  •           Experience with data collection, analysis and reporting

This position is best suited to individuals with the following skills and abilities:

  •           Excellent communication skills, both written and verbally, in both official languages.

  •           Ability to use negotiation skills to obtain consensus and achieve goals & objectives.

  •           Ability to write clear and concise briefing notes, presentations and reports.

  •           Oversees the maintenance of all associated Program documentation and tools, including criteria checklists, process/guidance material and associated communication plans.

  •           Oversees the compilation, analysis and reporting of results related to Operational Programs and CATSA’s SC Profit Plan.

  •           Provides recommendations via proposals, briefing notes or presentations to support management decision-making and enhance screening contractor compliance.

  •           Provides guidance, advice, and assistance to internal stakeholders in relation to Operational Programs

  •           Oversees the development and maintenance of any training materials for CATSA’s regional teams tasked with implementing Operational Programs at designated airports.

  •           Conceptualizes and recommends new approaches and methodologies for Operational Programs.

  •           Develops and maintains relationships with internal and external partners and stakeholders with a view

  • to improving Operational Programs.

  •           Liaises with CATSA’s regional teams on the design, implementation and maintenance of Operational Programs, to ensure national consistency in application.

  •           Represents the RAOP team by engaging with multifunctional project teams, working groups, and internal stakeholders, and supporting operational trials, projects and initiatives.

Valuable skills include:

  •        Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation affecting CATSA.

  •        Knowledge of the aviation industry, aviation security issues and the related regulatory and security issues.

  •        Knowledge of analytical tools, threat and risk assessments, problem solving and decisions making methodologies. 

  •        Program management, monitoring and evaluation skills.

  •        Knowledge of continuous improvement practices and principles.

  •        Experience working in a government department or Crown corporations.

  •        Experience using the MS Office suite of software products, including MS Word, Excel, Visio, and Project and Adobe software products like Acrobat Pro.

  •        Knowledge of reporting tools such as Microsoft Power BI

  •        Experience with technical systems

     

Specific work requirements:

  •        Language Profile: BBBB;

  •        Ability to obtain and maintain a Secret security clearance; and

  •        Be a Canadian citizen or permanent resident.
