JOB SUMMARY

The mandate of Water Services is to provide treatment and distribution of a sustainable supply of high-quality drinking water and is committed to protecting the environment by collecting and treating wastewater for the health and prosperity of Ottawa.

You are responsible for planned, unplanned and emergency inspection, testing, installation, maintenance, troubleshooting and/or repair of all mechanical / electrical equipment as they relate to Heating, Ventilation, Air Conditioning and Refrigeration (HVAC/R) Systems, Building Automation Systems (BAS) Natural Gas fired emergency standby power systems within Water Production (including the Water Purification Plants, pumping stations, reservoirs, elevated tanks, metering facilities and well treatment systems) or Wastewater treatment and collection facilities (including Wastewater treatment plant, odour control facilities, regulators, valve chambers, storage tanks, and some remote pumping stations). When called upon, you also assist in the inspection, installation, troubleshooting maintaining and repair of the natural and anaerobic digester gas collection, treatment, distribution and combustions systems and equipment at the Robert O. Pickard Environment Centre.

These duties are carried out in an industrial, production, regulated and quality focused environment and, as such, must be completed in consideration of and in close coordination with other engineering, skilled trade and maintenance staff in the Branch.

EDUCATION AND EXPERIENCE

Completion of Refrigeration and Air Conditioning Systems Mechanic apprenticeship program of 9000 hours and completion of Gas Technician Level 1 training program.

Minimum of 5 years of gas fired equipment maintenance, operational experience in heavy industrial environment over 400,000 BTUH, and Air Conditioning Refrigeration industry on equipment over 50 ton capacity, as a licensed Refrigeration Mechanic, including experience with hoisting and cranes (0-8 Ton capacity).

CERTIFICATIONS AND LICENCES

Valid Ontario Certificate of Qualification as Refrigeration and Air Conditioning Systems Mechanic 313A

TSSA Gas Technician 1 (G1) certificate

Current Ontario Ozone Depletion Prevention (ODP) certificate card

Current Arc Flash Hazard training (CSA Z462 Workplace Electrical Safety Standard)

TSSA Welder/Brazer certificate to City Procedures within the timeframe determined by the employer

TSSA Oil Burner Technician (OBT-1 or 2) certificate is an asset

Valid Ontario unrestricted G class driver’s licence (or provincial equivalent) with no more than 6 demerit points accumulated

Must complete all required on-the-job training/certifications (e.g. WHMIS, fall arrest, confined space entry, etc.) within the timeframe determined by the employer.

All applicable trade tools, e.g. manometers, vacuum pumps, charging equipment, various meters and electronic detectors, etc.
Basic knowledge of relevant corporate computer systems and applications including MS Office (Outlook, Work, Excel)
Computer system applications pertinent to water and wastewater treatment and collection facilities including SCADA Systems and Maintenance Management Systems
City Purchasing By-law and policies as related to authorized purchases and responsibilities
Knowledge of applicable health and safety legislation, including the rights and duties of workers.

COMPETENCIES, SKILLS AND ABILITIES

Demonstrated ability in service, maintenance and operations of HVAC/R and fuel processing systems and equipment
Communicate effectively with clients, contractors, other employees and public
Read and interpret blueprints, plans, schematics, equipment manuals and technical specifications
Prepare detailed equipment and / or service requirements or specifications
Create accurate parts / materials / tools takeoffs
Plan, organize and prioritize maintenance and repair work
Review of plans and contract documents for compliance with maintenance, legislative and corporate requirements or standards
Work on voltages from 24VAC-750VAC
Read, write, update and/or maintain detailed, technical manuals, procedures and reports
Join, braze, weld, cut and solder piping using tools, torches and basic arc welding equipment, in accordance with standardized procedures
Program PLCs, RTUs and like controllers
Setup, tuning and verification of proper combustion of fuel fired equipment (MECP)
Work safely and effectively, with minimal supervision, independently or as part of a team, while in an industrial environment
Organized, dependable and with demonstrated initiative
Ability to work in extreme industrial conditions as workers are exposed to hot & cold workplace temperatures, noise, odours, potentially toxic and explosive atmospheres, high voltage areas
Ability to perform assigned tasks, including climbing ladders, scaffolds and elevated tanks, entering confined spaces and regularly lift and carry items up to 20kgs (44lbs) and occasionally lift and carry items up to 40kgs (88lbs)
Work at heights or in confined spaces
Must be prepared to occasionally work irregular hours as required
Report to all locations in the City of Ottawa as assigned

Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.
Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
