Job Description:

Note: This is for 1 Regular Full-Time vacancy. This is a hybrid position based in London, Ontario.  This position is deemed a critical replacement vacancy.

Hours: Monday to Friday, 8:30 a.m. to 4:30 p.m.  

Why this Role is Important

The Senior Manager, Financial Planning & Analysis is a critical leadership role that strengthens financial stewardship and supports informed decision-making across the College. The role leads integrated budgeting, forecasting, and financial analysis processes, ensuring alignment with strategic priorities and public sector accountability standards. As a key partner across the College, the Senior Manager drives data-informed decisions, supports cost management and financial sustainability, and enables academic and operational continuity through timely and insightful financial information. The position also provides leadership to a team of three Financial Analysts, fostering a collaborative, high-performing environment. This role contributes to mitigating financial and reputational risks while supporting the responsible management of institutional resources.

Reporting to the Executive Director of Finance, the Senior Manager, Financial Planning and Analysis provides leadership for the College’s institutional financial planning and analysis functions, including budgeting, forecasting, financial modelling, and internal financial performance reporting. The position ensures that high-quality financial analysis and forward-looking insights are available to support institutional planning, operational decision-making, and responsible stewardship of college resources.

Working collaboratively with senior leaders across the College, the Senior Manager leads the development of the College’s integrated financial plans and supports the evaluation of strategic initiatives, operational priorities, and emerging financial risks. Through financial analysis, modelling, and performance monitoring, the position enables informed decision-making and promotes transparency and accountability in the use of institutional resources.

The position plays a key role in strengthening the College’s financial sustainability by aligning financial planning processes with institutional priorities and ensuring resources are allocated in a manner that supports long-term resilience. The role supports the College’s focus on evolving how we work to achieve efficient, responsive, and sustainable operations while advancing institutional financial resilience. The Senior Manager leads the Financial Planning and Analysis team and is responsible for establishing effective financial planning frameworks, tools, and processes that enhance transparency, support integrated planning, and enable the College to respond proactively to changing financial and operational conditions.

How You’ll Make an Impact

Strategic Financial Planning and Advisory

  • Develops financial analysis, modelling and planning frameworks to support the College’s strategic and operational planning processes

  • Provides financial analysis and recommendations to the Executive Leadership Team (ELT) and Senior Leadership Committee (SLC) to support institutional decision-making

  • Develops and recommends financial planning assumptions and key inputs used in the development of the College’s integrated financial plan

  • Supports the evaluation of institutional priorities, emerging financial risks and strategic initiatives through scenario modelling and financial analysis

  • Participates in cross-functional planning initiatives including enrolment planning, academic planning and other institutional planning processes

  • Works with College leaders throughout the fiscal year to monitor financial performance, identify risks or pressures, and recommend mitigation strategies

Annual Budget Development Process

  • Leads the coordination and consolidation of the College’s annual operating budget

  • Develop budget frameworks, templates, financial models and reporting tools to support the institutional budgeting process

  • Works with budget managers and operational leaders to review budget submissions, analyze assumptions and identify areas requiring further analysis

  • Provides recommendations to senior leadership regarding budget assumptions, allocations and financial planning considerations

  • Ensures the timely collection, validation and consolidation of financial data from departments across the institution

  • Monitors alignment between budget plans, operational priorities and institutional strategic objectives

Financial Forecasting and Modelling

  • Leads the development of institutional financial forecasts and multi-year financial projections using historical data, operational inputs and environmental analysis

  • Develops and maintains financial models to assess the potential financial impacts of operational changes, strategic initiatives and emerging risks

  • Works with functional leaders across the College to consolidate forecasts and analyze trends impacting institutional financial performance

  • Provides financial analysis and insights to support business cases, operational reviews and strategic initiatives

  • Reviews financial assumptions provided by stakeholders to ensure consistency, accuracy and alignment with institutional planning objectives

Financial Performance Monitoring

  • Leads the preparation of internal financial performance reports and variance analysis for senior leadership

  • Supports the monthly and periodic financial review process in collaboration with Financial Services

  • Identifies trends, risks and opportunities affecting the College’s financial performance and communicates insights to leadership

  • Works with operational leaders to understand financial results and support corrective actions where required

  • Enhance reporting tools and dashboards to improve transparency and accessibility of financial information

Institutional Initiatives Support

  • Provides financial planning and analytical support for institutional initiatives, projects and operational reviews

  • Acts as a strategic financial advisor to departments and senior leaders by providing financial analysis and guidance on planning decisions

  • Supports the development and evaluation of business cases, operational proposals and strategic initiatives

  • Develops analytical tools and reporting frameworks that strengthen financial planning and decision-making across the College

Team Leadership

  • Provides leadership, direction and oversight to the Financial Planning and Analysis team

  • Establishes priorities, assigns work and ensures the quality and timeliness of financial planning deliverables

  • Coaches and mentors staff while promoting a collaborative and service-oriented team environment

  • Supports continuous improvement in financial planning processes, tools and analytical capabilities

  • Ensure staff are compliant with applicable legislation

What You'll Bring

  • Post-secondary 3-year diploma or degree in Accounting, Business Administration or a related field

  • CPA designation

  • Minimum 7 years of progressive experience in an accounting environment including minimum 5 years of leadership experience

  • Proficiency in leading financial reporting and budgeting in a business environment

  • An equivalent combination of education and experience may be considered

  • Experience in public sector or post-secondary education is an asset

  • Developed planning, presentation/communication, leadership, problem-solving, human resource management, financial management and partnership/team development skills

  • Demonstrated ability to lead and manage change and department transformation, and launch and successfully manage major projects to satisfactory completion

  • Experienced in planning, organizing, delegating and evaluating work in collaboration with others

  • Ability to effectively motivate a high-performance team and influence others to actively consider alternatives for change to achieve required results

  • Demonstrated strength in business planning and budget management

  • Ability to work with others to develop and articulate direction and vision for Financial Planning and Reporting (Operational and Capital Planning)

  • Strong proficiency in Excel, SQL and financial analysis tools; experience with BI tools and Enterprise Resource Planning (ERP) systems
