POSITION SUMMARY


The AOC Manager is responsible for managing short term contracts, the AOC Supervisor, and managing the “Detail 85” spares lists, Mobile Patrol, Clothing/Reception and coordinating all tracktik (onwatch) issues. In meeting these demands, it is essential to provide proactive superior quality customer service to existing and new clients. In maintaining these contracts, the AOC Manager must ensure client satisfaction through surveys and in person contact. The incumbent will be responsible for managing short term contracts. The incumbent is CNS’ first point of contact for clients, Site Supervisors and Site Managers and must ensure a high level of professionalism and tact so that we remain competitive in providing quality service.


Major Responsibilities


MANAGEMENT


  • Negotiating and preparing renewal contracts with clients in concert with the Contracts Development Manager (CDM), CFO and COO and Senior Ops Manager.
  • Negotiating and preparing applicable short term, casual contracts with clients.
  • Monitoring satisfaction of services to applicable clients through regular visits (at least annually) and the annual Service/Performance Evaluations.
  • Monitoring contract compliance by client and CNS staff.
  • Auditing on-the-job training at work sites to determine the amount of required training time.
  • In accordance with the approving policies & procedures, authorizing footwear allowance, specialized clothing for all Commissionaires in Nova Scotia and leave for Detail 85, AOC, Reception and Mobile Patrol Commissionaires.
  • Monitoring training, overtime, and equipment costs to avoid cost overruns.
  • In concert with HR, administering discipline while having conversations with HR about the appropriateness of the level.
  • Back fill for an HRM DM(s) as required.
  • Occasional site coverage to cover an open shift.
  • Manage the training and work schedules for all Mobile Patrol staff.


INSPECTIONS 


  • Conducting annual site visits to applicable sites in terms of contract negotiation and client satisfaction
  • Ensuring each applicable site has an easily accessible Corps binder containing items such as the current Site Work Instructions (SWIs), Policies & Procedures Manual (PPM), Safety Manual and Supervisors' Handbook
  • Ensuring contracts and sites procedures are compliant with ISO and occupational health and safety rules and regulations.
  • Ensuring occupational health and safety practices are being adhered to.
  • Conducting security assessments and investigations and preparing the summary reports with recommendations for consideration


RELATIONS


  • Investigating and resolving complaints, where required, from employees, clients and the public pertaining to applicable contracts, and submitting report to Senior Ops Manager.
  • Ensuring compliance with personnel policy in accordance with CNS’ PPM, Canada Labour Code, Nova Scotia Labour Standards, Collective Agreements, Occupational Health & Safety Act and Human Rights Act at applicable sites.
  • Counselling and administering discipline to personnel at applicable sites on problems affecting their work performance and advising/engaging the HR Manager is necessary.
  • Collaborating with the Human Resources Manager addressing performance and disciplinary issues.
  • Providing advice, support and guidance to Site Managers and Site Supervisors. 
  • Ensuring effective communication so that the COO, Senior Ops Manager and DMs (HRM) are aware of operational matters.
  • Organize and accompany the CEO on site visits.
  • Provide support to Senior Ops Manager and COO for operational reports/data.


DOCUMENTATION

  • Completing Site Visit Reports.
  • Ensuring follow-up at applicable sites regarding SWIs, Job Demand Analysis (JDA), Threat Risk Assessments (TRA) and Violence in the Workplace Assessments.
  • Preparing accurate SWIs and Job Demand Analysis’ (JDA) for new sites and for sites where there is no site supervisor.
  • Preparing contract proposals.
  • Preparing correspondence to clients.
  • Responding to CNS internal inquiries.


STAFFING


  • Forecasting staffing requirements in their respective districts.
  • Conducting interviews with CSOC graduates for job placement.


Education and Knowledge


EDUCATION: (Minimum Required) Bachelor’s degree or combination of related professional training and experience


SKILLS AND ABILITIES:

  • Solid written and verbal communications skills
  • Supervisory experience

  • Computer savvy with strong computer skills and aptitude in Microsoft products, including Outlook, Word, Excel, and Power Point
  • Demonstrated ability in contract negotiations and contract management.


PROFESSIONAL/TACTICAL KNOWLEDGE:

  • Previous experience in a supervisory role in a fast-paced environment
  • Valid Nova Scotia Driver’s License
  • Must be knowledgeable of the OSS to the level of super user level.
  • Must have experience as a site / shift supervisor on sites.
  • Must be computer literate.
  • A background / knowledge in training would be an asset.
