Role Responsibilities

The Manager, Business Agreements and Performance is responsible for leading divisional business services that support the effective operation of Alberta’s provincial parks system. This role provides leadership and oversight for business agreements, procurement frameworks, performance measurement, information management, and data analytics that are critical to divisional operations and service delivery.

Reporting to the Director of Business Services and Intelligence, the Manager leads a multidisciplinary team and works closely with regional and branch leadership to ensure consistent, compliant, and effective procurement and contract management practices. The position provides strategic advice and executive‑level briefings, develops tools and processes to support revenue contracts, and ensures strong governance and accountability across business agreements. This role operates with a high degree of autonomy.

The role also provides divisional leadership for information management and performance reporting, including the development and oversight of systems, dashboards, and analytics that inform decision‑making, operational planning, and continuous improvement.

The provincial parks system supports a variety of purposes and multiple uses, including conseration, recreation, economic development and tourism. This role supports those goals with some of the key responsibilities outlined below.

Key responsibilities include:

  • Divisional leadership for business agreements. Leadership in the maturation of system and process tools for Parks Division third party relationships
  • Leading procurement, Request for Proposal (RFP) processes, and management of revenue contracts with third-party partners
  • Responsible for developing divisional data analytics, performance measurement, dashboards, and reporting related to visitation and visitor satisfaction
  • Ensuring effective information and records management, including oversight of digital systems that the team is responsible for, such as the divisional intranet site Base Camp, as well as data governance
  • Developing and managing team budgets
  • Developing workplans, workplan reporting and program improvements
  • Building strong relationships with internal and external partners and providing advice and recommendations to branch leadership teams


This position operates with a high degree of autonomy and plays a critical role in supporting revenue contracts, evidence-based decision making, and continuous improvement across Alberta Parks.

Qualifications

University degree in a related field (Public administration, Environment, park or recreation management or municipal management) supplemented with a minimum of Four years progressive experience, preferably in park and municipal operations, financial management, contract administration and/or project management.


Related experience or education may be considered as an equivalency on a one for one basis.

 

Note: A valid Class 5 driver`s license is required.

 

Other requirements:

  • Demonstrated experience leading and supervising staff, including work planning, coaching, and performance management.
  • Demonstrated experience managing procurement processes and business agreements, including development of procurement packages, evaluation processes, and contract execution.
  • Proven ability to prepare executive‑level briefings, recommendations, and reports for senior leadership.
  • Demonstrated ability to interpret and apply legislation, policies, trade agreements, and corporate frameworks to business and operational decisions.
  • Strong analytical and problem‑solving skills, with the ability to synthesize complex information and provide clear recommendations.
  • Excellent written and verbal communication skills, with strong attention to detail.
  • Demonstrated ability to manage competing priorities, work independently, and exercise sound judgment in a complex and sensitive environment.


Assets

  • Experience working within a government or large public‑sector environment.
  • Experience with revenue contracts such as facility operating agreements, concession agreements, or commercial recreation leases.
  • Experience leading information management systems, performance metrics, dashboards, or data analytics initiatives.
  • Experience working with cross‑ministry partners, central agencies, or external stakeholders.
  • Experience supporting or leading division‑wide or province‑wide initiatives.

Notes

This is a full-time permanent opportunity in Edmonton.

 

This position works Monday to Friday, 8:15 AM-4:30 PM, 36.25 hours a week.

 

A written assessment will be conducted as part of the interview process.
