Program and System Support Division

The division provides accreditation, monitoring, and support to the education system. The System Support and Student Records Sector provides policy direction, program oversight, and funding assurance to support an inclusive education system for Alberta’s children and students. Guided by the ministry’s values of respect, integrity, accountability, and excellence, the School Accreditation, Monitoring and Print Services Branch ensures that funding and program requirements are met across the province.

Role Responsibilities

We are seeking a Program Coordinator to support verification processes for the Severe Disabilities Funding (SDF) and Program Unit Funding (PUF) grants. This position plays a critical role in ensuring school authorities and ECS operators meet the criteria outlined in the Funding Manual for School Authorities and the Special Education Coding Criteria. The Program Coordinator provides expert advice on special education documentation, early childhood supports, and legislative requirements that uphold equitable access to education.

Responsibilities:

Funding Verification & Audit

  • Review SDF and PUF files, ensuring required assessments and documentation are complete and meet eligibility criteria.
  • Notify school authorities of file status and identify issues requiring follow up.
  • Lead annual SDF audit activities, update forms and processes, and prepare the annual audit report.


Stakeholder Support & Capacity Building

  • Provide guidance to school divisions, Francophone authorities, charter schools, and ECS operators on SDF/PUF requirements.
  • Develop and deliver presentations, resources, and recommendations related to funding eligibility and program implementation.
  • Support school authorities in understanding legislative and policy requirements, including interpretation of the Education Act.


Policy, Analysis & Advisory

  • Identify issues, trends, and risks impacting special education funding programs and provide recommendations to leadership.
  • Prepare briefing notes, respond to information requests, and coordinate with ministry divisions and cross government partners.
  • Maintain accurate and compliant records aligned with ministry policies.


Data & Reporting

  • Design and conduct data collection to support analysis of SDF/PUF trends and compliance rates.
  • Collaborate with ministry research staff on data methodologies and reporting needs.


Additional Key Responsibility

  • Lead review and approval of Certificate of School Completion (CSC) nominations for Grade 12 students, ensuring alignment with Guide to Education criteria and coordinating approvals in PASI.

Qualifications

University graduation in Education, Medical Sciences  or in a related field plus 2 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Preference will be given to candidates with the following assets:

  • Strong knowledge of child development and the education of children and students with disabilities.
  • Teaching experience is preferred.
  • Ability to design, deliver, and implement Individualized Program Plans (IPPs) aligned with Alberta’s Programs of Study.
  • Experience interpreting and reporting results from standardized tests.
  • Training and experience in conducting functional, language, behaviour, and general learning assessments.
  • Ability to analyze complex documentation such as IPPs, assessment reports, and multidisciplinary evaluations.
  • Experience interpreting legislation, policies, and program criteria, including the Education Act, Funding Manual for School Authorities, and Special Education Coding Criteria.
  • Excellent written and verbal communication skills to support school authorities, ECS operators, and ministry partners.
  • Strong analytical, judgment, and problem solving skills to identify trends, assess compliance, and support funding decisions.
  • Ability to build and maintain effective relationships with school authorities, cross ministry partners, and internal stakeholders.
  • Exceptional organizational skills with the ability to manage multiple priorities, documentation systems, and verification processes.

This is a full-time position working 36.25 hours per week, Monday to Friday.
