Alberta Education and Child Care supports students, families, and communities by providing leadership and funding for a high-quality education system. The ministry works with school authorities, community partners, and other government ministries to ensure children and youth have access to welcoming, caring, respectful and safe learning environments that support their success and wellbeing.

 

The System Support and Policy Branch works collaboratively across government and with education partners to strengthen system capacity to support the diverse social, emotional, and mental health needs of children and youth. The branch leads strategic initiatives, research, and policy development to advance inclusive education and promote welcoming, caring, respectful and safe learning environments across Alberta’s education system. Through partnerships with ministries, school authorities, and community stakeholders, the branch helps address complex social issues that impact student wellbeing and success.

Role Responsibilities

Reporting to the Manager, Safe Learning Environment, the Strategic Initiatives and Research Analyst provides research, analysis, and strategic coordination to support provincial initiatives that promote safe and inclusive learning environments.

 

The role contributes to the development and implementation of cross-ministry strategic frameworks and operational plans that address complex issues affecting children and youth, including mental health, bullying prevention, trauma-informed practices, and supports for vulnerable students. Through research, stakeholder collaboration, and policy analysis, the Analyst provides evidence-informed recommendations and supports decision-making to advance ministry priorities and strengthen Alberta’s education system.

 


The successful candidate will be responsible for the following key duties:

  • Support the development, implementation, and evaluation of cross-ministry strategic frameworks and initiatives that strengthen student wellbeing and inclusive learning environments.
  • Conduct environmental scans, literature reviews, and data analysis to identify emerging trends, system capacity gaps, and opportunities for program improvement.
  • Analyze policy, programs, and services to inform evidence-based recommendations for ministry decision-makers.
  • Coordinate engagement with cross-ministry partners and stakeholders to support consultations, initiatives, and collaborative projects.
  • Prepare briefing notes, reports, presentations, and other materials to support leadership decision-making.
  • Contribute to the development of accountability frameworks, performance indicators, and evaluation measures for strategic initiatives.
  • Develop and support communication materials, reports, and resources to build system capacity across school authorities.
  • Participate in ministry and cross-ministry committees, working groups, and initiatives to advance policy and program outcomes.
  • Monitor emerging issues and provide timely analysis and advice to support strategic planning and policy development.
  • Contribute to continuous improvement of branch processes, collaboration, and knowledge sharing.

Qualifications

University graduation in Education, Public Policy, Social Sciences, Child and Youth Development, or a related field, supplemented by two years of progressively responsible experience in research, policy analysis, program evaluation, or strategic initiatives.

 

Required: 

 

  • Ability to collect, interpret, and synthesize complex qualitative and quantitative information from multiple sources to identify trends, issues, and opportunities and develop evidence-informed recommendations.
  • Ability to analyze policies, programs, and initiatives within the broader government and education system context to support strategic planning and decision-making.
  • Ability to understand complex relationships across programs, ministries, and stakeholders and assess broader implications of policy directions, initiatives, and data.
  • Strong interpersonal and consultation skills to build effective working relationships with internal teams, cross-ministry partners, school authorities, and external stakeholders.
  • Strong written and verbal communication skills, including the ability to prepare briefing notes, reports, presentations, and other materials that clearly communicate complex information to diverse audiences.
  • Ability to plan and coordinate multiple initiatives simultaneously, manage competing priorities, and deliver results within tight timelines.
  • Ability to assess complex issues, develop options and recommendations, and support informed decision-making in a dynamic policy environment.

 

Assets: 

 

  • Experience working in education policy, student wellbeing initiatives, or inclusive education programs within government or the public sector.
  • Experience supporting cross-ministry strategic initiatives or collaborative policy projects involving multiple stakeholders.
  • Knowledge of provincial education legislation, policies, and frameworks, such as the Education Act and the Standards for an Inclusive Education System.
  • Experience conducting environmental scans, literature reviews, and policy research related to social, mental health, or education system issues affecting children and youth.
  • Experience developing evaluation frameworks, performance indicators, or accountability measures for programs or initiatives.
  • Experience preparing briefing notes, Cabinet or executive-level materials, or strategic communication products in a government environment.
  • Experience working with data analysis, reporting tools, or business intelligence systems to support evidence-based decision-making.
