Island EMS, a subsidiary of Medavie Health Services (MHS), began operating the ground ambulance service in Prince Edward Island in April 2006 and is responsible for the optimal operation and management of an integrated, service-led primary health care organization including Medacom Atlantic and the PEI Mobile Mental Health Program.  People are the biggest drivers of our success, and we are excited to continue building a healthier Prince Edward Island together. We are currently seeking a Provincial Medical First Responder (MFR) Coordinator.

Reporting to the Operations Manager, the Provincial MFR Coordinator is responsible for the oversight management and coordination of the Provincial Medical First Responder (MFR) Program and approved MFR agencies. The incumbent must possess a strong background in Prince Edward Island Emergency Medical Services and/or Fire Services and be equally knowledgeable in the areas of inventory management and procurement. This position entails frontline stakeholder engagement through a network of volunteer, community supported, and medical first response teams.

The incumbent will be responsible for working with the Emergency Health Services Division, the EHS Office of the Provincial Medical Director and Island EMS Clinical Services Management team to review, update and deploy provincial medical protocols for approved MFR agencies to align with evidence-based practice and Island EMS established and approved CPG.

The position entails, but is not limited to the following:

  • Being a primary contact for all PEI MFR agencies for the following:
    • Service enquiries and complaints
    • Consumable medical supplies ordering and delivery
    • Non-consumable medical equipment standardization and training
    • Selection, standardization, procurement and training for infection control equipment and procedures.
    • Training on any specific topic or patient type as requested by the agency or recommended by the EHS Provincial Medical Director or the Chief Public Health Officer
  • Monitoring and tracking MFR training recertification dates Coordinating MFR training province-wide and facilitating training to augment existing training agencies to ensure equitable access to primary and recurring MFR training needs.
  • Participate in and facilitate joint training exercises/mock emergencies to test and develop inter-agency emergency mass casualty incident procedures, in collaboration with EMO and other first response agencies such as JRCC, law enforcement, etc.
  • Standardization and communications surrounding mental health supports for all first responders, critical incident stress management and coordination of associated training.
  • Manage the storage, retention and auditing of MFR patient care records for CQI and quality assurance purposes. Report on quality concerns to all levels of medical direction at the monthly clinical performance and planning committee meetings.
  • Assist in developing and implementing strategic direction with provincial MFR agencies
  • Under the support and direction Island EMS and the Department of Health and Wellness, identify the needs of current MFR Agencies and their response levels, acquiring and maintaining accurate information on each registered agency.
  • Effectively communicate the Island EMS MFR program vision and values with all MFRs and Island EMS personnel.
  • Develop, plan, implement, monitor, and evaluate the budget for the MFR Program.
  • Other duties as assigned.

As the ideal candidate for this role, you:

  • A post-secondary education, preferably in the Health Sciences field or equivalent combination of education and relevant experience.
  • Registered Paramedic license in good standing with the College of Paramedicine Prince Edward Island.
  • Eligibility to be certified as an MFR instructor.
  • Current MFR instructor certification is an asset.
  • Incident Command Systems training and basic Emergency Management is an asset.
  • Experience and familiarity with community paramedicine / mobile integrated healthcare models, and program delivery is an asset.
  • Proven experience working in emergency medical services and/or fire service.
  • Experience as a Fire Fighter is required.
  • Experience in evidence-based practice would be an asset.
  • Valid PEI drivers license and eligible to obtain a PEI class 4 driver’s license.
  • Use a positive and creative approach to problem solving.
  • Ability to research, navigate and monitor applicable legislation, and other governing documents
  • Demonstrated leadership skills with emphasis on decision-making, problem solving, and communication skills. 
  • Ability to earn confidence, trust and respect from colleagues; present ideas clearly and concisely and follow through on commitments.
  • Demonstrated self-starter, decision-maker and problem-solver.
  • Excellent written and oral communications skills; solid presentation and consultative skills.

The employee will spend various periods of sitting, standing, walking, crouching, lifting, and / or carrying moderately heavy objects (MFR equipment).  Required to maintain one position for possible long periods of time, such as sitting at meetings, or at a desk setting.  Employees will be reading data or inputting data, report writing, operating a word processor, computer, calculator, and talking on the telephone. Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer. Exposure to low to moderate noise levels. Job will require travel and sometimes abnormal hours (periodic nights/weekends) as needed. Regular business hours required, but some irregular hours can be expected. 

Salary Range for this position is $80,000 - $93,000 annually.

Island EMS offers a comprehensive benefits package including pension contribution, life insurance, long term disability and extended health coverage. This position is a non-unionized role.

The Base Pay range may vary depending on the successful candidate or other relevant job-related factors such as knowledge, skills, qualifications, experience and education/training. In addition to Base Pay, eligible Medavie employees may participate in various performance-based incentive programs. Payments under these programs are discretionary and subject to both individual and organizational results.
