POSITION SUMMARY


Reporting directly to the CNS Account Manager, the Contract Manager is responsible for the professional and effective delivery of security services at the Halifax International Airport, leading an overall staff in excess of one hundred personnel. The Contract Manager will be responsible for building and maintaining strong professional relationships amongst the client, the client’s staff, and CNS personnel.


MAJOR RESPONSIBILITIES


Client Services

  • Acts as the single point of contact for the HIAA Security Services Contract
  • Ensures consistent service delivery is achieved and maintained, including but not limited to, providing enough qualified and trained staff in accordance with contractual obligations, timely and accurate reporting to the client of service delivery or security-related events, and robust follow-up to client concerns or queries
  • Develops superior partnerships and relationships with the client
  • Provides extensive client support, focusing on client satisfaction and relationship building
  • Investigates and resolves client and employee concerns in a timely manner
  • Monitors the health and sustainability of stakeholder relationships within the assigned scope and boundaries
  • Optimizes the efficiency of the contract by controlling areas such as overtime and other expenses
  • Identifies areas for growth within the contract
  • Participates in the contract renewal process


Personnel Management

  • Provides supervision and mentorship to HIAA Security Services Manager (SSM), Pass Control Supervisor (PCO), Security Compliance Officers (SCOs), and Shift Supervisors
  • Provides visible and present leadership and management to all staff assigned within their chain of command
  • Participates in and contributes to daily, weekly, and monthly leadership meetings, as required
  • Develops Commissionaires under their leadership so they continue to improve their performance on behalf of the client and CNS
  • Monitors performance against KPIs
  • Develops succession plans for leadership within their chain of command
  • Ensures the SSM, PCO, SCOs, and Supervisors are developing effective and sufficiently trained security teams
  • Works with People and Culture to ensure all legislative requirements and CNS policies are always adhered to
  • Works closely with People and Culture on the appropriate placement of staff at the client’s site(s)

 

EDUCATION & KNOWLEDGE


Education (Preferred): Bachelor of Management Degree and/or advanced leadership/management training courses or equivalent experience

 

Certifications Required (training to be provided): 

  • Emergency First Aid
  • Canadian Airports Security Awareness Program (CASAP)
  • Human Factors
  • Commissionaires Security Officer Course (CSOC)
  • Aviation Security (AVSEC)

Professional/Technical Knowledge Required: 

  • Five (5) years of experience working in security management or a related field, and experience working within the aviation industry would be considered an asset.
  • Proven experience implementing, enforcing, and overseeing complex programs in a highly regulated environment.
  • A knowledge of airside access procedures, restricted zone protocols, and Transport Canada aviation security standards.
  • Previous experience working with airport authorities or other highly regulated agencies (e.g., DND, HPA...).
  • Be knowledgeable of, or be willing to learn, Canadian Air Transportation Regulations (SOR/88-58), the HIAA Airport Security Plan, and all other pertinent HIAA orders and directives. 
    • Be knowledgeable of, or be willing to learn, provincial and federal legislation that may impact operations, including:
      1. Canada Labour Code
      2. Nova Scotia Labour Act
      3. Nova Scotia Occupational Health and Safety Act
      4. Freedom of Information and Protection of Privacy Act
      5. Human Rights Act
      6. Labour Standards Code
      7. Workers’ Compensation Act
