The Strategy, Support and Integrated Initiatives division provides strategic and integrated policy and project services and functions for Justice. The division’s focus centers on cross-divisional and cross-ministry projects. The Strategic Policy & Planning branch provides strategic and integrated policy and project services for the department of Justice a wide range of programs and services under department legislation.

Role Responsibilities

Are you passionate about shaping legislation that has an impact on the justice system in Alberta? The Strategic Policy and Legislation Unit has an exciting position available for policy professionals looking to leverage their skills in a dynamic and complex environment.
 
As the Senior Legislative Analyst, you will report to the Manager of Legislative Services. You will be responsible for drafting of new or amending legislation and decision documents to implement Ministry policies.
 
The position contributes to legislation projects and initiatives; contributes to, and sometimes leads, regulatory review project teams; participates on interdepartmental and cross-ministry committees; prepares and provides input to papers and briefings; identifies issues and potential solutions and responses; and completes research to inform perspective and alignment with strategic priorities on a wide array of issues. The scope of work spans the policy development cycle as related to legislation, the process for amending or introducing new legislation and regulations, and engagement and ongoing relationship development with stakeholders.
 
You will have a strong focus on project management, process development and supporting the development of the department's policy and legislative materials, in a fast paced and complex environment. Your effective coordination, analytical, and problem-solving skills to respond to sensitive, diverse and complex issues pertaining to the justice system will enable you to be successful in this role.

Responsibilities include:

  • Plan and manage the legislative agenda for the Ministry to ensure the legislative and regulatory environment meets business needs and policy intent.
  • Provide strategic advice regarding legislative, regulatory, and policy matters.
  • Support regulations and Bills through the government decision-making process by developing required materials (drafting instructions, legislation charts, Recommendations for Orders in Council, Ministerial Orders).
  • Draft Recommendations for Orders in Council (ROCs) and Ministerial Orders (MOs).
  • Prepare legislative tool for delegation of the Minister's legislative authority.
  • Assist in the implementation of strategies to enhance capacity for legislative excellence.
  • Lead and participate in legislative and project work.
  • Support the Manager and Director in achieving the mandate and goals of the unit and branch.

Qualifications

Requirements: 

  • University degree in a related field. 
  • 4 years progressively responsible related experience. 

Assets:

  • Experience or understanding in the preparation of accurate drafting instructions for legislative counsel and the translation of policy objectives into applicable legislative instruments.
  • Experience with government systems, policy cycle and policy approval processes.
  • Experience writing reports, briefings, policy documents, and/or presentations with recommendations to senior leadership.
  • Experience planning and leading policy projects, project management, and facilitating meetings with internal and external stakeholders.

  • Hours of work: 7.25 hours per day / 36.25 hours per week (Monday – Friday).
