About the Opportunity
We are partnering with a major public sector organization to find an experienced Payroll Lead to steer a critical system implementation. With a workforce of 14,000 employees, this organization is in the midst of rolling out Oracle HCM and requires a seasoned professional to manage the "paying people" piece of the project.

In this role, you will report to the Senior Manager of Finance and work alongside HR, IT, and external vendors to stabilize and launch the payroll module. You will be stepping into an active project environment to address current glitches, manage testing, and ensure a smooth transition for a large, unionized workforce.

Your Responsibilities

  • You will plan and facilitate requirements documentation, driving the reconciliation and testing of the Oracle HCM Payroll module.
  • In this role, you will manage dependencies across related workstreams, including Core HR, Benefits, and Compensation, ensuring the system functions as a cohesive unit.
  • You will lead the testing strategy, executing unit and reconciliation tests to identify and resolve glitches before the final rollout.
  • You will act as the bridge between internal business leads and implementation partners, ensuring configuration aligns perfectly with business requirements.
  • You will facilitate workshops and manage knowledge transfer, preparing the internal payroll team for long-term success.

Skills and Qualifications

  • 5+ years of experience managing payroll for a large, complex organization with multiple pay groups and union interactions.
  • Experience with at least 2–3 full implementations of a Tier 1 payroll system (e.g., SAP, Oracle, UKG, Workday, or Ceridian).
  • Demonstrated success leading large-scale business process transformations and managing stakeholders through ambiguity.
  • Strong technical familiarity with payroll reporting, testing strategies, and system configurations.
  • Excellent communication skills, with the ability to present to stakeholders and lead cross-functional teams effectively.
