JOB SUMMARY

The Public Works and Environmental Services Department is responsible for ensuring the City’s municipal infrastructure is properly operated and maintained, and for overseeing drinking water production and distribution, wastewater collection and treatment, surface water management, and solid waste collection, processing and disposal.

You are responsible for supervising construction related activities of several small to medium concurrent projects, or a portion of a large, complex project, by commenting on designs and specifications; coordinating activities of the general contractors, sub-contractors and utility companies; inspecting work conformance to standards; and, if required, fulfilling the duties of the “constructor” as defined by the Occupational Health and Safety Act.

EDUCATION AND EXPERIENCE

Completion of 2 year community college program in a construction related field leading to an Engineering Technician diploma or equivalent

Minimum of 5 years of experience in a heavy construction related field

Completion of M.T.O. courses in asphalt, soils, concrete and/or surveying is desirable

MOEE training and/or certification is desirable

CERTIFICATIONS AND LICENCES

Current Standard First Aid, CPR and/or AED certificates
Must complete all required on-the-job training/certifications (e.g. WHMIS, fall arrest, confined space entry, etc.) within the timeframe determined by the employer. 

KNOWLEDGE

  • Sewer and watermain construction practices, procedures and quality assurance techniques
  • Basic principles of roadway construction
  • Survey functions related to construction
  • OPS, MOEE and RMOC standards and specifications
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
  • Knowledge of Roadway, Transitway and structural related construction is desirable

COMPETENCIES, SKILLS AND ABILITIES

  • Read and interpret construction plans and related specifications 
  • Liaise between the engineer and interrelated agencies involved in a construction project 
  • Prepare clear and detailed reports of contractor activities in accordance with contract specifications 
  • Resolve construction problems and determine the need and the extent of additional work 
  • Provide training and functional supervision
  • Computer skills in Word and Excel are desirable

WHAT YOU NEED TO KNOW

  • Language Requirement:       
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.  
  • Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated  
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
