Medavie Health Services New Brunswick is seeking a dynamic and strategic leader to join our team as Director, Training & Quality Assurance. 

Reporting to the Vice President, Quality, Patient Safety and Education, the Director, Training & Quality Assurance is responsible for coordinating processes encompassing quality measurement mechanisms employee and patient risk and professional development.  The Director, Training & Quality Assurance is responsible for the development of the continuous quality improvement program, as well as, the leadership and further development of the education and training programs for all aspects of pre-hospital care and emergency services (ground ambulance). In this role you will provide strategic leadership, performance management and direction for your team of professionals.

Roles and Responsibilities

Strategic Leadership & Planning

  • Responsible for overall management and operational effectiveness of clinical and educational programs through established best practices.
  • Participate in annual business and strategic planning.
  • Contribute to development of a province-wide approach to clinical care quality measurement and improvement.
  • Collaborate with integration initiatives with internal and external partners, including the Extra-Mural Program and NB Health Link.
     

Quality Assurance & Performance Measurement

  • Administer and manage the company’s quality assurance needs for all paramedic staff.
  • Provide leadership in development and implementation of performance measurement.
  • Manage the development of clinical quality indicators and regular reports on results.
  • Ensure a chart audit process is in place for areas providing care.
  • Participate in the development and monitoring of clinical feedback systems for operations.
  • Participate in the development of all clinical quality improvement monitoring processes as described in related contracts.
  • Support activities related to Accreditation Canada certification.

Education & Training

  • Oversee the development, implementation and evaluation of annual ANB continuing medical education curriculum and competency management program (including face-to-face and e-learning).
  • Oversee the development of field trainer teams and clinical leaders for efficient delivery of educational processes.
  • Ensure continuing education and orientation for new employees regarding quality management and related subjects.
  • Oversee the development of intake assessments and orientation process of new hires.
  • Develop other educational requirements and components as required.

Clinical Oversight & Program Development

  • Manage the clinical case review process for the ambulance system.
  • Act as a contact with the Office of the Provincial Medical Director on matters including curriculum development, policy, and guideline changes.
  • Maintain current knowledge of developments and research in emergency health care.
  • Oversee the development of standard clinical assessment processes for provincial and individual cases.
  • Oversee Clinical Return to Practice, Restorative Education, and Community Education programs.
  • Assist in the development and maintenance of new programs such as Community Paramedicine.

Communication & Collaboration

  • Work effectively with Senior Management, clinical and non-clinical partners, and the Office of the OPMD.
  • Establish and implement communication strategies for improvement and awareness of quality issues across departments.
  • Establish and maintain partnerships to promote and facilitate measurement of health outcomes.
  • Liaise and collaborate with other members of the MHSNB team in developing a quality management program.

Administrative & Financial Responsibilities

  • Approve expenditures and invoices for contractual FTP work performed.
  • Participate or lead relevant committees.
  • Other related duties as required.

Qualifications & Requirements

Education/Experience

  • Post-Secondary education is required, preferably in the Health Sciences field , or an An equivalent combination of education and relevant experience may be considered;
  • Intimate knowledge and experience with the principles of adult education is an asset;
  • Minimum 5 years of leadership experience, preferably in provincial/regional EMS systems or other health care sector;
  • Minimum ten years’ experience working as a health care professional;
  • Advanced or Critical care background an asset;
  • Member in good standing of the association granting their license to practice (if applicable).
  • Experience in the design and delivery of clinical education programming for large organizations and health care risk and quality management programs is an asset;
  • Experience with strategic and business planning processes required is an asset;

Knowledge/Skills

  • Sound business judgment and be able to think strategically;
  • Strong analytical, problem solving and organizational abilities;
  • Able to work independently and part of a team;
  • Excellent lLeadership skills;
  • Strong knowledge of quality improvement principles, methods, and techniques;
  • Knowledge of program development and evaluation methods and techniques;
  • Excellent interpersonal, presentation, and written communication skills; 
  • Aptitude for negotiation and dispute resolution skills: leads team members by example and practices good time management;
  • Knowledge of statistics, data collection, analysis;
  • Demonstrate proficient computer literacy and the ability to create and edit various reports, presentations and databases;
  • Understanding of budgeting and monitoring of expenditures;
  • Knowledge and experience in accreditation processes an asset;
  • Bilingualism is a definite asset.
