JOB SUMMARY

Transportation Planning is responsible for developing and implementing the transportation network to serve the needs of residents and to guide the growth of the City in an affordable and sustainable manner.

You are responsible for the management of short and long term transportation planning studies, including the Transportation Master Plan and relevant sections of the City of Ottawa’s Official Plan.

You: manage the undertaking of needs and feasibility studies, environmental assessment studies, and preparation of functional designs for assigned transit (light rail and bus), roads, bridges, pedestrian and cycling facility projects by multi-disciplinary consultant project teams and in-house staff; liaise and coordinate study activities with various departments in the City of Ottawa, City of Gatineau, federal and provincial ministries/departments/agencies, and various project stakeholders; assist in the planning of the city’s transportation needs and implementation strategies; and evaluate priorities for funding infrastructure in the city’s annual budget.

You also: provide technical support to the Department’s Development Review Branch on transportation issues; provide policy review support to the Department’s Policy Development and Urban Design Branch; undertake research and analysis on transportation matters; monitor the city’s implementation of transportation projects for compliance with approved environmental assessments; and function as a member of an interdisciplinary team on interdepartmental projects.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering or Urban/ Regional Planning

Minimum of 8 years of related experience

• Rapid transit (rail and bus) planning and operations
• Engineering planning and design standards and related national, provincial, and other regulatory codes and practices for transportation facilities, including roads and transit (bus and rail technologies)
• Methods and procedures by which development is approved municipally, and those procedures and policies prescribed by the Ontario Planning Act
• Community and technical consultation processes and procedures
• Transportation and climate change issues
• Noise policy and Transportation Impact Study guidelines
• Research methods used in gathering, analyzing and evaluating data; transportation demand modeling techniques; policy development techniques
• Capital budgeting process
• Processes for developing RFQs, RFPs and the consultant selection process
• Computer applications pertaining to project management, database management, spreadsheet, word processing, presentations, e-mail and use of the Intra/Internets, SAP, general knowledge of various software applications pertaining to transportation demand modelling
• Protocols for preparing reports, briefings and other communiqués and those pertaining to public consultation, and responding to senior management/councillor inquiries
• Principles of project management, including WBS as a planning tool, cost containment/control and reporting of multi-year, highly complex high-dollar value projects
• Knowledge of applicable health and safety legislation, including the rights and duties of workers
